RONCO CONSULTING CORPORATION December 1989 - March 1993 Senior Fiscal Officer Responsibilities included designing financial reporting systems and the development of financial guidelines for reporting expenditures, reconciliation of contract expenses, and setting up database for tracking contract costs. Worked closely with Contracts and Controller’s Office (USAID) in various countries to ensure that billings/costs were in line with the policies and with the policies of USAID missions and agency. Reviewed and approved (or disapproved) all financial transactions. Prepared comprehensive financial reports, special project reports and cost analyses. Supervised the Accounting staff (domestic and international). RONCO CONSULTING CORPORATION December 1984 – March 1989 Fiscal Officer (U.S. State Department) Responsible for the overall financial planning and management of $60 million family planning project (USAID). Developed annual budget forecasts and monitored financial reporting systems of in-country institutions receiving funds for family planning programs (North Africa/Near East region). Responsible for designing in country automated accounting system and providing training for System Administrator. Developed cost proposal and negotiated costs. Wrote contracts agreements for consultants and subcontractors. Planned and managed logistics for international meetings and conferences. Assisted project managers in all financial matters. Managed the processing of cash disbursement vouchers, travel expense reports, subcontractor payments, and reconciled financial reports from field offices. Coordinated internal and external audits for home office, as well as field sites. Trained and supervised field office administrative support in financial and administrative matters. Reconciled bank statements and produced monthly, quarterly and annual reports. Assured uniformity of operations and compliance with bylaws and federal regulations. Prepared federal and state tax returns for corporation. Managed payroll and employee benefits. Developed an operation’s policy and procedure manual that consistently met all governmental rules and regulations. Performed in-country audits of program expenditures.
