Daily Duties at Angola Liquefied Natural Gas Ltd:
Supervise 5 Community Liaison Officers that are tasked with following functions: implementing US $1.5 MM compensation development and impact program to impacted fishing communities (900 fishermen) and continuous improvement for Employers' US $ 25 MM Community Investment Projects (Hospital & Primary School Refurbishment Improvements). Project development, planning and execution of Employer's Interim Gap & post-asset transfer sustainability support (focus: utilities and maintenance support and occupational capabilities improvement). Liaise with Subject Matter Expert (s) to ensure on continuous improvements on Community Investment Projects. Coordinate Employer's communicable disease agenda with local health authorities. Coordinate and provide support to Employer's community engagement programs. Champion Employee Engagement & Volunteer initiatives for host community. Responsible for Employer's monthly project progress and community engagement report for Shareholders and Provincial Government. Facilitate alignment meetings with Engineering Group and local municipal authorities as required. Project interface with Engineering, Procurement and Contractors as needed for Community Investment Projects from design to asset transfer to local authorities. At the onset of project (in the design phase) of community investment projects (hospital and school) my interface had with Project Engineers or Field Engineering Team (FET) was constant as I became the go between with local municipal authorities and FET group to ensure that design of refurbishment and infrastructure improvements captured priorities identified by all key stakeholders. the Design process took place in Phase 1 and Phase 2 of project execution. In Phase 3 construction started to take place and my interface shifted more towards subcontractor and local municipal authorities. This was particularly important when SIMOPS (simultaneous operations) took place. For example, subcontractor working on school construction when school was in session. I liaised with the Contractor and school authorities to plan on execution schedule of construction so it did not interfere with students' work and at the same time made sure that school abided with the safety precautions and schedule demands of subcontractor. Now my Project Interface for the Community Investment Programs is now more with Procurement group, Legal group and Contract and Facilities Management groups to ensure that when asset (school and hospital) is handed over to local authorities that agreements are established that reduces company liabilities, that pre-conditions are in place (utilities support of waste management treatment plant, water plant, industrial water, fuel provision, sewage treatment and training program agreement is in place in which both Employer and Government Authorities participate and are accountable and operations and maintenance agreement is in place between both parties and am now developing a charter for a Working Management Team that will be tasked in ensuring on operational sustainability and funding allocation for operations at both sites after transfer of asset to local authorities. Mitigations - constantly as it relates to the school improvement project had to adhoc teach 1300 primary school kids how to "use the bathroom" properly while educating on water conservation. Why? Because 90% of the kids live in homes where they do not have bathrooms installed in their homes. I was concerned that the school administration did not have enough funds after the fact of installing new modern toilets to purchase toilet papers and diarrohea is the number 2 cause for child mortality. So I engaged a local NGO to facilitate a WASH Water, Sanitation and Hygiene) training for t(he school teachers so that the teachers can ensure that the kids use bathroom correctly and wash their hands after use with soap. When I realized that was not enough, because teachers cannot stop their teaching to accompany a school kid into the bathrooms I convinced the School Director to engage local youth Church groups to volunteer Monday - Friday from 8 am until 5 pm to serve as bathroom monitors to ensure that there was a teenager at each bathroom (12 of them) for the past 6 months to make sure kids use bathroom correctly, use toilet bidet hose, when toilet paper is not available and wash hands with soap. In addition to that solicited a local theater group to facilitate Saturday Sanitation & Hygiene theater workshops that they would present to 50 kids at a time that sensitized the students on how to use the bathroom correctly and what happens if you don't use bathroom correctly. This ensured on sustainability of toilet improvements, new fixtures lasted longer and little repair was required to maintain facilities. I supervise the coordination of this program to ensure materials and resources are at hand for program execution. I coordinate continuous learning for the school teachers and auxiliary learning at our school project. Why is it important, because we organized a brand new science lab and computer science lab that the school teachers have never used in this remote region. To make sure that the materials donated are not idle, properly utilized and donation is maximized I asked colleagues with skill set in science, health, chemistry and environment to volunteer their time to train teachers so the teachers can integrate their new science lab into their school curriculum. This required me soliciting buy-in from Management to allow their staff to volunteer during operational hours of the gas plant at local primary school over a period of time, coordinating meetings with the volunteer employees and the school director to identify priorities that teachers should learn based on the national curriculum objectives and assemble materials and resources required to ensure that training program works well. This also involved supervising the Community Liaison Officer assigned to coordinating task. In addition to this I developed the first local after-school program, by engaging colleagues who work in IT, Laboratory and other colleagues to facilitate "Saturday after-school" program for 75 kids. Each Saturday my colleagues show up to school and work with groups of kids on various areas - this includes sports field, in order to teach kids on how to use and love computer, science, sports, learn team work, notion of competitiveness and make learning more fun. I developed a monitoring program to compare test scores of students that participated in the program to see if their test scores improve from the auxiliary learning. I coordinate the entire event. Included in the Saturday program is free library hours, which allows young kids to learn to love to read.
