Daily Duties at D.C. Water And Sewer Authority:

Provided executive oversight in the development, preparation, negotiation, acceptance, and on-going reviews of highly complex contracts for the procurement of commodities, long-range services, and goods. Developed and sustained supplier relationships and capabilities. Ensured the development and management of sound strategies to optimize and identify capabilities from the supply market in concert with needs in DC Water and Sewer Authority business base. Developed procurement policies and procedures, and implemented changes to improve quality and quantity of procurement, inventory, and materials management services. Managed a $3.1 M dollar internal operating budget and a staff of over 40 personnel. Improved Small Purchase Order processing times from 30 days to 5 days. Reduced RFP (Request for Proposal) processing times from 180 days to 90 days, IFB times from 60 days to 30 days. Directed procurements from an annual O&M Budget of $356M and a $186M Capital Budget. Developed procurement performance measures and contracts compliance criteria for the Procurement staff. Developed and negotiated Best Value criteria for information technology acquisitions, goods and services purchases and architectural and engineering as well as construction contracts. Developed acquisition-planning schedules. Directed and coordinated the preparation of specifications for materials for equipment required by 13 operating departments. Monitors contractor and vendor performances and recommends actions for non-performance. Directed market analyses to identify new sources, products, materials, processes and emerging technological trends.
