Daily Duties at City Of Norfolk (Local Government):
Effective led agency managers and external agency management to meet citywide and agency goals and statutory mandates related to grants management for the City. Functioned independently to provide complex problem resolution with citywide grant reporting implications. Lead and directed the effective utilization of resources to accomplish organizational goals and/or Council driven mandates. Spearheaded start-up of City’s Grant Division, which managed $50-75M in funds – improved grants administration by recommending key improvements to policies and procedures, and ensured compliance with Federal (Circular A-21, A-110, and A-133), State, and Local laws. Improved application success and revenue opportunities from various funding sources through development of a comprehensive grant search strategy. Drove administration of $8-$15M Community Development Block Grant (CDBG) that provided funding for housing and economic opportunities for low- to-moderate income earners. Ensured optimal use of nearly $4M in federal grants, including American Recovery Reinvestment (ARRA) Stimulus Grant and Federal Emergency Management Agency (FEMA) and Homeland Security grants. Streamlined and improved coordination of grant activities between state and federal funding agencies through development and creation of a dedicated Grants Division. ess and revenue opportunities from various funding sources through development of a comprehensive grant search strategy.
