Daily Duties at Town Of Windsor:
— Led and coordinated the disaster recovery of the city following a natural disaster included the rehabilitation of over 1,200 houses, 125 businesses, and city owned facilities. Windsor is lauded by FEMA as a model recovery because of this regional collaboration and community participation. Performed city project development and green energy improvements and assisted with budget development and a five-year capital improvement plan. Demonstrated significant career expertise in collaboration with city, state and federal and other outside entities. Developed consensus and focus on the overall vision to present a unified multijurisdictional effort in regional recovery from a natural disaster. I worked with FEMA utilizing Emergency Support Function 14, 7, and 5, in an effort to assist individuals and the community in its recovery. These relationships provided for the expeditious writing and awarding of grants for the Windsor community and its partners such as Weld County, City of Loveland, City of Greeley, Larimer County, and City of Fort Collins. The addition of non-profits to this mix included the award and distribution of grants to the Windsor Housing Authority, Red Cross, and United Way. Much of my focus was developing resources to fill the budget holes created from the natural disaster, however I also promoted business continuity and collaborative efforts for disaster recovery through volunteerism (Contractors rebuilt a $3.2M community park for $80,000 plus grants and in-kind work). Lastly in this recovery effort, I worked closely with the media, ensuring that there was a theme of hope and recovery in all programing, that the mayor and town manager were prepped prior to live interviews, and that the media relationships were kept strong and positive. — Led public input, committees, and programming in Redevelopment, Business Improvement District, and Economic Development. I worked with local university, residents, and consultants for redevelopment plans for older downtown area and the formation of a business incentive district, — Conducted legislative and contractual review, made policy recommendations, and worked closely with the Town Board on projects and initiatives. Much of the legislative review was in regards to how a municipality can recover without FEMA assistance. Through my findings we were able to develop ways of paying for a new police facility, and renovate the 1905/08/10 Town Hall. — Led Planning and Building Inspection Permit Review Committee in an effort to expedite permits developing a “one stop shop” to alleviate delays caused by permit overload following the tornado – permit process went from processing 20 permits a year to over 2,600 in two months. Eventually this one-stop shop idea was expanded and included all customer service activities including utilities, bill pay, permitting, cemetery sexton type services, and records.
