Daily Duties at City Of Great Bend:

— Develop and implement financial planning and budgets. I work directly with the finance manager to ensure that the City’s budget accurately reflects the goals of the City Council, correct revenues and expenditures, and capital improvement projects. I work closely with the auditors for single source audits, and approve accounts payable by line items. As the City Treasurer I ensure a financial report is released to the public, and sign and approve payroll. I work with each department seeking grants, review contracts, and ensure compliance. — Cultivate and maintain relationships with intergovernmental agencies on local, state, and federal levels and develop and upgrade communication policies focusing on transparency with staff, residents, and visitors. Work closely with multiple jurisdictions on issues building consensus for projects relating to transportation, housing, and economic/tourism development. — Develop and implement multi-departmental projects and council goals, collaborate with staff and outside agencies to create projects that will forward the council’s vision; lead projects based on city council’s goals and initiatives; eliminate departmental silos to ensure a cohesive approach in implementation of the projects. Continued... DAWN JAEGER – PAGE 2 303.249.9959  dawn_jaeger@yahoo.com — Develop housing for low income and senior residents of Great Bend. I am a member of the Housing Opportunities, Inc. (HOI) Board of Directors. The mission of this non-profit is to provide low to moderate income housing in three Kansas counties. HOI will begin a new development within the Great Bend City limits by September adding 22 low income units. — Lead the Planning Commission as it reviews projects and makes recommendations to City Council. I act as the Planning Secretary, developing agendas, providing plan check reviews, findings of facts, legal considerations, and recommendations for action to the Planning Commission. I then take the recommendations of the Planning Commission to the City Council for final action. I am in the process of updating the Neighborhood Revitalization Plan, the City Comprehensive Plan, and the City Recreational Plan. We have just completed an update of the County’s Planning and Zoning Regulations as we have oversight of the three mile radius surrounding the City, and the City’s Planning and Zoning Regulations. — Human Resources Programming, within the last year, I have implemented a health and wellness program for City employees; this was in conjunction with our switch from fully to partially insured health benefits. I also conduct research, such as salary surveys, benefit surveys, longevity surveys, and am currently developing sustainability and succession reports (the majority of the staff is over 55). I have increased training opportunities for staff, provided updated technology, and helped staff become more effective in their positions. In my position I am also jointly responsible for hiring high level staff within the public works department, administration, police, and fire, as well as performance reviews, salary increases, and disciplinary action. — Economic and Community Development. A new tourism /economic program was developed to bring individuals from the surrounding 100 mile radius to Great Bend to work, play, and stay. I oversee the staff and project development. It has been ongoing since December and during that time the local retailers are now working together in coordinating hours, functions, and advertising to provide a cohesive “open for business” front and more activities and festivals have been added to the City’s schedule. — Transparent Communications. My staff and I have been increasing the ability of the City to communicate with the public. Our primary focus has been the local access television channel. Through working with the local provider, COX, and Eagle Communications we have set up a studio, purchased studio equipment, and begun taped programming. This programming includes a community calendar, a periodic introduction of new staff members, tips from the fire department, and we will soon begin a regularly scheduled update from the City Administrator. Some of the favorite communications are directly related with the appearance of local residents as they participate in programs at the water park, zoo, or the youth academy.
