Daily Duties at Usaid Management Specialist (Technical Support/Ts), :
Member of Asia and Middle East (A&ME) Bureau Technical Services Team, a multi-disciplinary staff delivering technical support and overseeing programs valued at nearly $5B to USAID country-level offices (Missions) in 20 countries across Eastern and Southern Asia, and the Middle East. PROGRAM MANAGEMENT: Directed/oversaw civil/military affairs operations for A&ME Bureau as primary interface with 3 major military organizations (combatant commands), including Special Operations, Pacific, and Central Commands. Developed and implemented conceptual framework for civil/military cooperation within A&ME Bureau to create synergies and enhance interagency compatibility. Collaborated with Democracy, Conflict and Humanitarian Assistance, Office of U.S. Foreign Disaster Assistance to create a foundation for enhanced civil/military cooperation via enhanced training. Worked on trafficking in persons activities since 2002, managing the Asia and Middle East Bureaus program until 2009 as “Management Specialist” on the Technical Support team. Directed and managed the Bureau’s Anti-Trafficking-in-Persons programs in twenty countries. Coordinated the drafting of the Agency’s first anti-trafficking policy. Analyzed, designed and managed programs which had components focused on trafficking in persons and provided strategic guidance to Asia and the Middle East Missions. Traveled to the field for strategy development, consultations, training, assessments and monitoring. TECHNICAL LEADERSHIP: Supplied technical leadership for multiple areas, including food aid, disaster assistance, War Victim’s Fund, Victim’s of Torture Fund, and Internally Displaced Persons policy, as well as public-private partnerships. Evaluated exigent conditions and relevant programs for affected countries and provided budget support for activities and strategies to address challenges. FISCAL PLANNING: Developed and maintained expertise in Section 1207/1210 funding (National Defense Authorization Act) designed to provide assistance in reconstruction, security, and stabilization of nations emerging from disaster. Built relationships with Office of the Secretary of Defense to facilitate effective funds management. COMMUNICATION: Coordinated with USAID Missions to create clear, cogent presentations for delivery to senior command leaders, outlining functional structures and demonstrating the overlap between Mission and military responsibilities. Led Missions in building written proposals to acquire 1207/1210 funding. STRATEGIC PLANNING: Coordinated development and emergency disaster response plans and activities with combatant commands. Conducted planning sessions with USAID Missions to develop short- and medium-range plans for enhancing civil/military cooperation during disaster responses or other crises. CONTRACT MANAGEMENT: Initiated grants and cooperative agreements including leader with associate awards and global development alliances mechanism. Worked closely with OAA in making a $30 million contract award to the Army Corps of Engineers to rebuild the Mudiraj Bridge in Lebanon, destroyed during bombing in 2007. - Initiated strategic planning between USAID Mission(s) and U.S. military to simultaneously develop crisis-response plans, five-years out, for Cambodia and Morocco. - Led coordination of strategic plans during disaster response to 2005 Asian tsunami. - Led effective funding proposal development, yielding 6 A&ME Missions qualifying for 1207/1210 funds over 3 years.
