DUTIES AND RESPONSIBILITIES: Support USAID Middle East Bureau/Iraq Reconstruction Office in portfolio of programs relating to transition in Iraq, democracy and governance, gender, economic growth, health, civil/military affairs, gender analysis and countering human trafficking. PROGRAM MANAGEMENT: Managed activities of Iraq Provincial Reconstruction Teams (PRTs), leading and overseeing a cross-section of programs and functions, including training, government affairs, interagency coordination, civil/military coordination, and project management. Developed strategic program plans across democracy, governance, capacity building, lessons learned, civil/military affairs and counter-insurgency, focusing on preparing local agencies and individuals with essential skills for local government administration and management. COMMUNICATIONS: Briefed USAID senior management on democracy, governance, capacity building, counter-insurgency, human trafficking, lessons learned, transition, civil/military affairs and PRT-related developments. Update civil/military publications and ensure PRTs are conversant with new legislation or evolving guidance. Conference via secure video conference, email, teleconference, and on-site meetings in Washington DC to maintain a continuous and accurate flow of data with PRTs. Present and attend congressional, think-tank, and interagency briefings to represent PRT interests and remain current on relevant issues. Draft and present at conferences, seminars, workshops, and trainings on topics related to USAID and PRT activities in Iraq. TRAINING: Develop multi-media presentations including PowerPoint, to brief and/or train diverse military and civilian audiences of up to 250. Conduct training for military and civilian audiences, including interagency employees, of up to 77 individuals at Department of State’s Foreign Service Institute. Serve as primary USAID point of contact for Iraq PRT training course. Present at training sessions twice monthly. USAID advisor in small, core training group that determines course content and curriculum, making changes to content on a monthly basis as appropriate. LIAISONS: Liaise with organizations/agencies (e.g., Democracy and Governance; Conflict Mitigation and Management; Office of Foreign Disaster Assistance; Office of Transition Initiatives; Economics, Growth, Agriculture, and Trade; and Office of Military Affairs, among others) as well as representatives from Departments of Defense, State, Justice, Treasury, and USDA. FUNDING: Maintain high proficiency with funding issues and update program participants, including PRTs and senior civilian/military managers. - Coordinated training/briefings for troops deploying to Iraq in support of 18 individual PRTs based countrywide. - Represented USAID’s position and interests at bi-weekly meetings with Departments of Justice, Treasury, State, and the USDA to discuss strategic plans and projects. - Briefed USAID transition plans as a member of Transition Working Group. Represent (or participate) USAID Iraq Office in State Department Deputy Secretary of State-level meetings where transition-related policy decision are made.
