Budget Development & Management: Increased the Coast Guard’s budget spend rate through preparation and oversight of $16M in IT services and equipment. Identified discrepancies, resolved finance and accounting issues, and hastened transaction processing/fund obligation. Coached managers on budget management. ― Achieved the highest disbursement rate of any Coast Guard unit by distributing funds to mission-critical initiatives/vendors. Reduced outstanding obligations, trimmed unnecessary spending, crafted 5-year spending plan, and boosted spend rate in alignment with agency spending priorities. ― Processed 6 months of unpaid vendor bills for prior fiscal year and instituted daily cash-on-hand reporting for managers. Repaired relationship between division management and Coast Guard Comptroller, established budget management best practices, and ensured future accountability. Capital Markets Analysis: Streamlined World Bank Group treasury operations and the processing of $70B in derivatives transactions. Initiated swap valuation methods and yield curve analysis for capital markets. ― Valued currencies and interest rate swaps/swaptons and assessed collateral exposure and margin positions. Investigated and reconciled counterparty, cross-currency swap accounts. ― Authored a financial analysis and data validation user manual and reporting risk and performance attribution to senior management. Risk Management Analytics: Enhanced the accuracy of discount flow models for Hollister Group by conducting valuation and risk management analytics on a high-yield, below-investment-grade CMBS, MBS, and CDO mortgage derivatives.
