Daily Duties at Federal Communications Commission:
As the first Chief, Consumer Information Network Division with the Federal Communications Commission (FCC), I had the opportunity to analyze, evaluate, develop and implement an infrastructure for a Federal Agency that will serve and assist millions of citizens annually from across the entire United States. My responsibilities included the development and engineering of an infrastructure for the Consumer Information Bureau’s operations and maintenance of a nationwide agency telecommunications information system. I personally directed the daily operations for the compilation of nationwide data by a staff of lawyers, professionals, and paraprofessionals in Washington, D.C. and Gettysburg, Pennsylvania, administered human resources for almost 200 employees including a legal and paralegal section for rule and decision making, re-engineering and integration of four automated information technology systems into one new state-of-the-art automated information technology system. This included the identification of voice and data integration system development along with the joint technical requirements developmental sessions to ensure that the new technology adheres to the requirements identified in specifications. I managed multiple functions and projects as the expert advisor or project administrator. These projects directly effected the operations and technical aspects of the current nationwide systems integration and implementation plan. Responsible for developing executive level policy decisions to effectively interact with hundreds of telecommunication vendors on a daily basis. Personally directed the activities of the operations division in centrally managing the operations and maintenance of major information technology programs and information resources to support multiple fixed locations and facilities nationwide. Responsible for developing and administering policies and procedures for strategic planning, resource allocations, developing budget preparation for the Division, identifying budgetary and financial control mechanisms, and represented the Chairman and Commissioners to internal and external organizations on policy and other high level matters associated with nationwide data collection and telecommunications integrity issues.
