Daily Duties at Fema/Dhs:

As the first manager hired into this new supervisory position, I was responsible for developing emergency response plans for the entire Department of Homeland Security. This included the evaluation of many federal emergency communications and alert systems, classified and unclassified. My responsibility as the Division Director was to Chair FEMA’s and the entire Department of Homeland Security’s Continuity of Operations Working Group which was the steering and POC group responsible for developing implementation plans for all 22 Agencies that now comprise the Department of Homeland Security. My duties also included the organization and coordination of the Department of Homeland Security’s Continuity of Government Plan along with many classified and unclassified Contingency Programs. I was responsible for the successful operation and execution of programs on a national security basis to protect the continuity of the Government of the United States including classified programs from the Office of the President. My responsibilities also included the project management for a $7 Million, hardened building for classified national security emergency operations at a remote site. As the project manager, it was my responsibility to identify all physical security measures for the building, security and penetration analysis during National Security incidents of terrorism’s or Weapons of Mass Destruction, technical infrastructure, operational readiness, 24/7 staffing, secure and non-secure communications along with project management and oversight of the construction of the facility. Other duties included developing security procedures for tracking secure and non-secure documentation, Five-Year Strategic Planning for FEMA and Department of Homeland Security to include anti-counter terrorist and counter-intelligence measures, Programming and Planning Budget Development for line-item budget program, Presidential Emergency Action Documents, Contract Management, and a myriad of other programs.
