Daily Duties at Rti International:
Become conversant in the details of Law 21 and its application across the provinces served by the regional hub to which the advisor is assigned Provide 'real time' feedback to the Senior Legal Advisor as to how the law is being applied in practice across the region Support Iraqi professional staff in encouraging the councils and their executives to perform their functions in accordance with the law and provide staff planning Backstop the development of bylaws and internal regulations for the councils within the region, and obtain, have translated and forward those regulations and amendments/changes as they occur Recommend new training modules to address the needs/shortcomings of the councils to the Senior Legal Advisor and Training Department, and if approved, develop the content Assist national staff in identifying the needs of the councils by providing content to the Assessment Department in the Technical Division for the development of baseline studies and oversee data collection in the field Evaluating trainings, laws, projects as well as assessing the overall progress of all projects in the stages of construction or final implementation. Compile, in cooperation with the Senior Legal Advisor, short articles about inconsistencies or contradictions in practice by local governments in the project's service area and draft recommendations for the amendment or clarification of the law by the Iraqi Local Government Association (ILGA) NGO Organization. In researching and analyzing articles and compiling data we discovered that there are many misinterpretations of law 21 and the citizens of Iraq are unclear as to what law 21 means exactly With the data compiled it was my job to help write the article which clarified the precise meaning of law 21 and defining the boundaries of law 21
