Under Division of Health Care Access & Improvement/Contract Compliance & Professional Services responsible for ongoing monitoring of 19 Medicaid managed care health plans to assure regulatory compliance with NYC Medicaid managed care contract provisions in the area of quality assurance, access to care, marketing, member services, and provider relations functions. Analyze performing standards of managed care organizations [MCOs] and provide comprehensive reports of findings with recommendations for improvement and efficiency. 1. plan, organize, and evaluate the actiities of professional and clerical support staff-15 staff member. 2. conducted annual performance evaluation on staff 3. oversight of day to day department operation 4. managed department budget 5. analyzed Medicaid mananged care performing standards of managed care organizations[MCOs]. 6. correspond verbally and in writing with high level management to resolve requirement issues, such as training documentation quality of patient care, utilization management is appropriate and timely, contracted MCO providers are credentialed,member provider directory is accurate.; that member service staff are well educated on managed care guidelines, that marketing representatives are monitored out on the field, that enrollment application and documents are spot checked for accuracy to avoid fraudulent activities 7. review, trend and analyze timely submission of contractual reports and 8. prepare comprehensive reports of on site annual audit findings with recommendations for improvement and efficiency. 9. conduct annual Operational Article 44 on site surveys in conjunction with NY State Department of Health. 10. Provide technical assistance to contracted MCOs in the development of reporting formats to assure uniform tracking and trending of contract deliverables. 11. enforced measures and sanctions for non-compliant health plans. 12. led and provided the marketing surveillance unit staff with guidance and resolution on field surveillance activities reported and emerging marketing issues. 13. develop and implement policies and procedures, as needed in collaboration with HRA and SDOH counterparts. 14. represent the department in extensive interactions with senior officials of state and city agencies.
