Daily Duties at Blue Cross And Blue Shield Of Rhode Island:

• Selected by the CFO to merge the activities of Actuarial’s Financial Forecasting Unit, and Finance’s Budget Department and Benchmarking area to create a new Financial Planning department that operated under my direction. • Produced financial forecasts with industry leading levels of accuracy. Annual variance in Profit/(Loss) was less than 1% of premium in most years (over a twenty year span) • Managed the development of corporate and departmental budgets totaling $270,000,000 in expenses • Lead production of the annual financial plan and related scenarios as a key part of the strategic decision making process • Managed production of benchmarking reports (metrics vs. competitors and industry norms) • Created and gave presentations for audiences including, Senior Management and the Board of Directors • Lead the development of multiple and continuous ad-hoc analysis to support strategic decision making • Managed work with actuarial consulting firms, most notably to develop surplus requirements accepted by state Health Insurance Commissioner involving $200,000,000+ in surplus • Modeled corporate surplus scenarios and requirements under varying conditions • Created four consecutive financial forecasting systems using only departmental staff independent of IT • Calculated large and small group rating factors impacting $2,000,000,000 in revenue • Produced annual, quarterly, monthly and ad-hoc reports used for monitoring the business and Plan • Hired, developed and maintained an elite staff many of whom are now respected leaders or key subject matter experts and was frequently called upon to assist other managers in hiring their staffs • Represented the department at meetings with, State regulators, Standard and Poor’s, the Blue Cross Association and, during two separate potential mergers, with the entities involved in those processes • Acted as an internal consultant to help other Actuarial and Underwriting units develop new approaches to various analytical challenges
