Daily Duties at Emergency Management Preparedness Branch Ready Army:
Developed and implemented an Emergency Preparedness and Disaster Awareness program for a large Military Installation; including the Prepared Kids program serving the children of Soldiers attending schools both on Post and within the community. Implemented a Post-wide CPR Program under the local American Heart Association Training Center, delivering CPR training to 150 persons in the first 1 ½ years. Analyzed and evaluated program functions and processes, planned and delineated tasks for major project activities, including continuity and community outreach activities and communications. Supervised, managed, recruited and trained volunteers and outreach specialists; scheduled, proctored and conducted training for Soldiers, civilian personnel, and community emergency management staff. Analyzed, managed and evaluated training for effectiveness. Presented recommendations for new and improved training curriculums for military members and civilian staff; implemented training programs in conjunction with military and civilian stakeholders, and coordinated training events. Assessed, inspected, and evaluated emergency preparedness, plans, procedures, and guidance for compliance with established laws, directives, regulations, policies, standards, and guidance. Managed and coordinated communications and information dissemination to provide guidance to internal and external customers concerning complex, unusual, or unprecedented emergency management initiatives pertaining to preparedness recovery, and mitigation programs. Conveyed policy and concepts to technical and non-technical managers, project partners, and other stakeholders. Conducted preparedness and weather and environmental focused risk assessments. Prepared written reports, instructions, and briefings; and developed, analyzed, reviewed, revised, and/or provided recommendations on policies, procedures, and regulations. Gathered and analyzed information and data from a variety of sources for the purpose of developing briefings, presentations, and reports; support senior level decision making regarding preparedness and planning, and mitigate identified risks. Analyzed and evaluated issues, methods, and techniques for assessing program development and execution and improving organizational efficiency. Coordinated and developed strategic plans and coordinated cross-program and cross-office issues. Provided guidance on emergency planning and preparedness initiatives and activities and collaborated with military and civilian stakeholders on community outreach activities. Established working groups across the spectrum of leadership and stakeholders; serving as liaison, in assessment of emergency response and preparedness capabilities, integration of emergency response requirements and resource planning and all-hazard training and exercises. Instrumental in the development of the Installation Biological Response Plan and Installation Emergency Management and All Hazard Plans, which included continuity activities, and maintaining compliance under Army Regulation (AR) 525-27. Assisted in the Development of a variety of continuity-related policies and plans. Researched and interpreted continuity plans, policies, and directives. Provided input into the development of organizational strategic and operational plans. Completed risk assessments, and subsequent reports. Developed and implemented program goals and objectives; established and implemented project timelines, goals and objectives. Successfully wrote for a grant to fund aspects of the program. Developed and maintained relationships with installation and community organizations and departments. Represented the Program on boards and committees. Served as the program point of contact (POC). Partnered with Military Police, Installation Police and Fire Departments in the development and implementation of training and awareness activities on the installation. Developed and conducted briefings and presentations. Provided briefings to internal and external stakeholders including all levels of command staff, soldiers, family members, and civilians personnel. Coordinated and conducted meetings, training (that included continuity), promotional events, and activities. Drafted news articles; established partnerships with other emergency management organizations on the installation and in the Greater El Paso Community. Drafted memorandum of understanding and/or agreement with partner agencies. Maintained and updated all Ready Army/Ready Bliss resource materials associated with emergency preparedness and disaster awareness.
