Daily Duties at Defense Threat Reduction Agency (Dtra):

I was hired as one of the Senior On-Site Inspection Directorate Chemical and Biological Division team advisers for the implementation, operation and management of Directorate programs designed to identify and correct problems relative to internal management operating procedures relative to Directorate management practices. My duty title was Chemical Biological Nuclear Weapons Treaty Compliance Superintendent. The following were some of my responsibilities:  Responsible for the activities of 12 personnel  Escorting international inspections teams in the US during on-site inspections and monitoring missions in support of the Chemical, Biological, and Nuclear Weapons Treaty Conventions.  Lead mission activities as Escort Team Superintendent on various treaty compliance inspections in countries, including the U.S. that developed chemical and biological weapons and signed a treaty to destroy said weapons.  Orchestrating administrative, logistical and equipment transportation support for teams deploying in and out of the U.S.  Provide technical oversight and business management over the training received by new members in the Chemical, Biological, and Nuclear Weapons Treaty Conventions.  Technical coordinator of chemical/biological/energetic training affiliated with operational programs involving training and operational test support missions.  Provided professional technical expertise on U.S., NATO, and other foreign chemical and biological munitions, toxic agents and delivery systems.  Key management leader and negotiator when an ambiguity arose during international inspection missions.  Manage verification and compliance measures under the terms of the Chemical Weapons Convention while safeguarding national security interests during inspections. Inspections consisted of reviewing destruction and inventory records, visual destruction of weapons and chemical analysis testing to validate that the weapons were being destroyed and authorized security measures were in place.  Maintain, manage, and operate state-of-the-art chemical agent detection, sampling, and analysis equipment valued at $1.75M.  Expert on chemical plants, operational security, technical procedures and other security concerns associated with Chemical Weapons Convention treaty inspections.  Provide safeguards for America and its allies from Weapons of Mass Destruction (chemical, biological, radiological, nuclear and high explosives) by managing the capabilities to reduce, eliminate, and counter the threat and mitigate its effects.  Lead treaty compliance inspections on U.S. chemical producing commerce companies (such as Dow, Eli Lilly, DuPont). Inspections consisted of reviewing production records and chemical analysis testing to validate that the chemicals being produced were being produced for their intended purpose and authorized quantities. Daily • review and approve quality inspection reports submitted by program quality managers from the previous day activities • compile operational records, such as time and production records, inventory data, repair and maintenance statistics, and test results • review safety and incident reports (the reports identified safety violations or incidents that identify trends where resources such as retraining or additional support personnel may be needed or reassigned) Weekly • prepared a weekly activity report (WAR) for senior military staff (a WAR contains personnel reports, production and delivery results, inventory reports, storage activity, quality assessments, statistics and trend analysis from identified Key Performance Indicators, safety assessments, a self-assessment on how we met mission requirements/expectations, mention any military meetings or inspections and the outcome of the visit) • met with military unit staff to discuss any performance issues and other issues that may impact mission requirements Monthly • prepared monthly reports on expenses and funds utilization to maintain costs within specified budget • conducted stockpile audits to validate accountability and warehouse practices • prepared and approved monthly team projected inspection schedules In addition, I was required to: • team member for START (Strategic Arms Reduction Treaty) nuclear weapons inspections and destruction monitoring • assigned as a State Department international escort to assist foreign diplomats during their visit to the U.S. • conduct safety audits to ensure safe handling of chemical, biological, nuclear, and conventional munitions
