Daily Duties at Pacific Architects And Engineers, Inc.:
I was hired as the Quality Department Manager for Pacific Architects and Engineers, Inc. (PAE) on $380 million Base Operating Services (BOS) U.S. Navy contract. PAE received a Cure Notice (a Cure Notice is strong negative warning issued by a government agency; if the issue is not corrected within the time frame identified by the government entity, a fine or termination of a contract could result) because they didn’t have a Quality Manager assigned and their performance was failing miserably. The Quality Department had 13 personnel assigned. I was responsible for the Quality Control and Assurance for 22 functional areas and an offsite location with 6 functional areas. This is a list of the functional areas: • Security Operations - responsible for base access controls, public safety, criminal investigations, personnel background checks and other similar duties that you would expect a Police Department to do • Fire and Emergency Services - responsible for fire prevention and protection for 10,000 personnel base and EMT/ambulance service • Air Operations - responsible for the landing and launching aircraft, packing and unpacking air cargo, passenger services and airfield maintenance • Logistics – responsible for supply functions, inventory control, fuel services, shipping and receiving goods, port services, transportation services that include bus services • Ordnance Services – responsible for the maintenance, receiving, shipping and issue of weapons and ammunition for the assigned military units and Security Department • Laundry Services, responsible for the maintenance of the laundry equipment, washing and drying of base personnel accommodations, clothing and other laundry needs • Bachelor Quarters - responsible for providing accommodations 10,000 base personnel • Morale, Welfare and Recreation - responsible for the maintenance of gym equipment, recreational equipment (basketballs, baseballs, soccer equipment, scuba gear, fishing equipment), ball fields, telephone centers, computer centers, scheduled group games, scheduled group trips and recreational beverage facilities • Food Services - responsible for providing healthy and safe food for base personnel • Facilities Support - responsible for providing electricity, water, waste water and sewage, plumbing, carpentry, pest control, roads and ground, ablution, and minor construction services • Utilities, Base Support and Vehicle Equipment - responsible for the maintenance and issue of all vehicles and specialized equipment on base • Safety and Environmental - responsible for safety requirements and storage of hazardous items and waste I established and managed a Quality Assurance and Control program that ensured the customer expectations of service were exceeded. I was responsible for: Daily • review and approve Q/C reports from quality inspectors on their inspections from the previous day • review safety and incident reports (the reports identified safety violations or incidents that identify trends where resources such as retraining or additional support personnel may be needed or reassigned) • review Technical Library activity log - validated authorized access to confidential or sensitive information • met with different Functional Area Managers to discuss open discrepancies and how the Quality Department can help their area of responsibility improve performance Weekly • prepared a weekly activity report (WAR) for PAE Corp office (a WAR contains vehicle status, quality assessments, statistics and trend analysis from identified Key Performance Indicators, safety assessments, a self-assessment on how we met the customer’s requirements/expectations, mention any government meetings or inspections and the outcome of the visit) • compile operational and personnel records, such as time and production records, inventory data, repair and maintenance statistics, and test results • met with military contracting officers to discuss any performance issues • met with the Defense Contract Management Agency (DCMA) representatives to discuss anything positive or negative issues identified during their inspections to our worksites • met with the subcontractor representatives to discuss and/or correct any issues identified during the week Monthly • hosted a meeting with the military contracting officer representative assigned to monitor our contract; a power point presentation was prepared to identify performance success and failures in all functional areas and discuss any issues that require attention by PAE or military • audited P&L statement covering equivalent annual cost (EAC) and Earnings before Interest and Taxes (EBIT) with Program Manager, Contract Manager and Finance Manager • conducted four day inspections on the offsite military service location that PAE provided labor and service supporting military units • prepared and approved monthly inspection schedule In addition, I was required to: • write and/or approve Standard Operating Procedures from each of the functional work areas • initiate, review and manage Statements of Work for construction projects and rate the performance based on Performance of Work Statements • write and review proposals for new business that PAE was pursuing • implement a Continuous Improvement Process program that delivered customer valued processes through constantly evaluating and improving programs through efficiency, effectiveness and flexibility • track deficiencies and determine trends while working with senior management to define corrective action plans and procedures to close out deficiencies • work closely with Functional Area Managers and Government Performance Assessment Representatives by implementing and maintaining an effective management system for efficient operations
