Daily Duties at Madison County Commission :

Repeatedly promoted during four-year tenure with Madison County Purchasing Department, culminating in current responsibility for coordinating all office functions and supervising a team of eight administrative professionals. Results:  Performs procurement for all major types of equipment, extensive technical services, and replacement parts for unique construction projects, and successfully mitigated complications such as: necessity for extensive planning phases, scope of items purchased, frequent changes in specifications and scopes of work, design deficiency, acceptance procedures, exercise of options, diversions, delays, and extensive coordination of various construction schedules which are compounded by rigid deadlines and acceleration factors.  Fully organized to embrace all aspects of the purchasing function, including procurement, vendor sourcing, inventory control, stores and general materials control, sales, disposal, and budget and contract management for a 1,300+ employee agency with a fiscal year general fund budget of over $114.3 million.  Direct the daily operations of the Central Purchasing Office (CPO) and Central Supply Warehousing and Distribution (CSWD) with a support staff of 1 supervisor, 6 employees and a budgetary annual responsibility of over $4.4 million.  Under my purview, the Purchasing Departments’ funding/obligations were maintained and no funding violations occurred.  Highly skilled in written and oral communications; Represents the Madison County Commission by providing status briefings and program discussion to both top-level in-house seven county Commissioners, elected officials, department heads and customer officials, prepare written guidance, information papers, local policy guidance and decision papers, coordinate with contracting personnel, information management technical personnel, higher headquarters officials, industry representatives, and conduct training or briefings at various levels in operating procedures and implement procurement policy. Interpret and execute procurement guidance and objectives received from the State and Federal level.  Receive and review documents to verify the accuracy and completeness of all contracts. Negotiate contract award based on terms and conditions of bid to protect the interest of the company, and ensure recommendation package is complete before submitting to Board for approval. Monitor contracts for compliance and performance; recommend cancellation of contracts for non-compliance and non-performance through Invitations to Bid (IFB) or Request for Proposal (RFP).  Served as Program Manager for the development and implementation of Madison County’s Unified Communication project in 2011, which included the RFP, proposal recommendation and award, step-by-step flow chart of project implementation and completion.  Decreased office expenditures 30% by implementing needed controls on stock/supplies and standardizing ordering procedures by implementing eProcurement practices with eBids Systems.
