Perform an analysis of the current and future watershed management partnerships and water quality monitoring programs of the Hawaiian Islands Humpback Whale National Marine Sanctuary. (*Performed offsite) • Assess the efficacy of the collaboration of the water quality monitoring program with local community groups, municipalities and federal agency partners. • Analyze the approach utilized by the Monterey Bay National Marine Sanctuary for potential applicability to the HIHWNMS.
