Daily Duties at Naval Computer And Telecommunications Stations (Ncts), Guam:

Served as the NCTS Guam Technical Control Division Officer and the Assistant Operations Department Head. Responsible for all UHF, EHF, and SHF SATCOM, DISA strategic long haul, messaging communications supporting WESTPAC and NCTAMS EURCENT. For a three month period I was assigned as the Assistant Operations Department Head, directed the daily administrative and operations oversight of 300 personnel in the Operation department. Reviewed and corrected all administrative paperwork for submission to senior leadership, and monitored the operations of all other divisions in the Department and provided guidance and mentorship as required. As Technical Control Officer, provided leadership and management of 75 E1-E7 personnel in support for C7F/C5F CVBG’s, ATG’s, and shore commands in the WESTPAC and IO AOR’s. Division was responsible for monitoring and ensuring that 1500 telecommunications circuits were up an operational at all times. During outages, or when trunks or circuits dropped, I was advised of the outage, and provided guidance as required and/or briefed senior leadership on critical outages exceeding minimum downtime requirements. Implemented training plans and events to ensure personnel maintained their proficiency on the maintenance, operation, and troubleshooting of telecommunication circuitry. Conducted career counseling, evaluated personnel performance, developed personnel evaluations, submitted awards and other administrative paperwork to senior leadership for 75 personnel. Led continuous development of Fleet/Shore Communications Standard Operating Procedures supporting WESTPAC, IO and C7F Forward Deployed Defense Force (FDNF). SOPs were always being reviewed and updated as change occurred. Reviewed all drafted SOPs and made administrative changes as required, implemented procedure into command policy. (Resource Management) - Provided direction to subordinates as required in validating that all HF, UHF, SHF, and EHF SATCOM mission support was aligned with fleet requirements.
