Daily Duties at Pacific Command Contingency C4 I Package (Ccp)/Deployable Joint Command And Control (Djc2):
Planned, directed, and deployed as unit Officer-in-Charge with Commander, U.S. Pacific Command’s contingency C2 package (PACOM CCP/DJC2), the primary theater JTF initial entry headquarters. Sustained a responsive 48hr deployment tether. Managed 23 personnel E-8 and below military personnel and eight contractors. Managed $475K OPTAR and $500K supplemental. Provided oversight and personally approved all purchases of IT equipment, maintenance contracts, facility IT services (Electric, Phone, Cable, ISDN lines), repair parts and, consumable supplies to operate command and support training exercises and contingency events within budget constraints. Managed $24M in Command and Control (C2) assets. Ensured maintenance of equipment was completed, spot checked maintenance checks that were performed, developed training plans and events to ensure personnel were proficient on all equipment and systems, inventory of all items was accounted for, there was no damage to any IT assets, and all equipment was fully operational at all times. Responsible for all administrative paperwork for all personnel. This included request chits for special privileges, leave/vacation, documentation of mid-term counseling, development of performance appraisals, QA of drafted evaluations, and awards recognition. This paperwork was generated by subordinates, and edited at my level as required prior to submission to senior leadership. Conducted career counseling, evaluated personnel performance, developed evaluations and awards. Overall responsible for ensuring that no safety incidents occurred during daily work operations, transport, setup, and tear down of heavy equipment and systems. This involved be aware of what was taking place and making periodic visits to areas of work to ensure that no safety discrepancies or procedures were not being followed. Personally provided safety briefs before and after each event. Provided final quality assurance check on the inventory of two DJC2 systems consisting of 250 transit cases and 5,000 line items per system. This was to ensure 100% countability of two Core systems and that the unit was able to deploy in a 48 hour period to respond to any immediate emergency event that may occur. Planned and participated in Video Teleconferencing (VTC's), and telephone conferences to plan and discuss fielding plan of new systems, assisted in the development of schedule for the fielding of IT systems and equipment, plan for System Operations and Verification Test (SOVT), plan and schedule for training personnel on new systems an equipment, spiral upgrades of system, communications requirements for upcoming exercise or contingency support, to provide system status and get updates on damaged or replacement gear. Personally lead or participated in all of these type of planning events and provided direction to subordinates as required to execute all planned requirements. DJC2 as a new system so was responsible for presenting high level overall system capabilities briefs and tours of system layout for Flag Officer, senior officials, and other interested personnel on the theaters latest technology. Directed logistics personnel in the planning and execution of strategic airlift, commercial air, inland transport, and commercial sealift for 60 short tons of equipment and 28 personnel for events occurring in the Asia Pacific area of responsibility. Security Manager for command. Administered, and directed security operation programs to ensure a safe and secure environment for employees, visitors, customers and others. Processed employees for security clearances. Improved and ensured personnel carried out policies in accordance with security and institutional, state and federal regulations. Approved and implemented security procedures and policies. Analyzed statistical data and reports to indentify and determine how to make premises and grounds safe and secure. Developed and executed security methods to improve security policies, processes, and practices. Provided oversight for physical plant security, and other related duties as assigned. Developed and implemented IT security plans, guidance, regulations, and procedures (SOPs) to ensure IA regulatory requirements are followed. Researched and contracted IDS system for facility and and key areas around the compound. Discussed and developed reporting/response procedures with local police and base personnel regarding security of facility. Led a team of personnel in the planning, design, development, and management of units Information Assurance (IA) programs that meet current DOD requirements; anticipated assess, and minimized system vulnerabilities; ensured the confidentiality, integrity, and availability of automated systems, networks, and data/information systems. Provided oversight and direction on IAVA patches and Retina Scans for all IT systems. Provided COMSEC Oversight - Established physical security requirements for COMSEC facilities, conducted spot inspections of CMS users, and approved all Standard Operating Procedures (SOP)s. Conducted periodic survey of repositories of classified COMSEC information to determine if they were maintained according to established procedures. Familiarization with signals, multiplexers, modulators/demodulators, applicable system transmitters, receivers, couplers, and antenna subsystems; experience in the operation and management of U.S. military telecommunications systems; analysis and administration of U.S. military tactical of command, control, communications, computers and intelligence (C4I) networks; familiarization with DISA network Security Technology Guides (STIGs). Completed DJC2 formal systems training and have experience with the following: knowledge and experience with Cisco 6509/3550//2621XM switches and routers or equivalents, Marconi ASX-200BX ATM switch, RedCom IGX switch, KIV19/KIV7/KG-175 encryption devices, VMware ESX Server 2, HP tape drives, FiberPlex and iMC Media converters, and APC uninterruptible power supply. • Practical Experience desired in one or more of the following: ground mobile radios and the following equipment; INMARSAT, AN/USC-60A Satellite communications, ANC/USC-68 SWE-Dish, GBS, PROMINA 200/800, Defense Red Switch (DRSN) communications, VTC, Video Distribution Systems, AN/PRC 117(C), and the Joint Deployable Intelligence Support System.
