Daily Duties at Headquarters, United States Pacific Command (Pacom):

Plan, coordinate, and execute Joint level Communications Systems (CS) training for the Commander with the components in the theater. Enable Cyber Operations at the Operational Level. Define, develop, and implement current and projected operational C4 capabilities as well as the technology needed to satisfy them, including systems, manpower, integrated logistics support, plans, policies, operational procedures and training. Review/coordinate planning orders, exercise orders, alert orders and operation orders for C4 taskings. Coordinate C4 taskings with components as appropriate. Developed Annex K (Communications) for deliberate, adaptive, crisis, time sensitive, and exercise planning. Provide guidance and technical advice to action officers on plans implemented theater wide. Ensured compliance of functional and supporting organizations with milestones, performance, criteria and goals. Developed milestones, briefings and information papers as required. Define, develop, implement and refine general C4 system planning and policy direction in providing direct support to operational units. Establish or advise on interpretation and application of Joint Policies, standard, and procedures for evaluating current and future capabilities. Implemente advance technologies, including communications methodologies, communications networking software, communications interfaces, memory, switching, transmitter, receiver, antenna, and associated equipment. Develop the J6 Joint Mission Essential Task List (JMETL). Worked with each of the component commands to identify component critical tasks and then identified C4I deficiencies within the PACOM AOR. Linked these deficiencies to Operational Plans (OPLANS) and resources. Collect data for assessment and development of the J6 portion of the Joint Quarterly Readiness Review (JQRR). Develop training plans for each tier 1 and tier 2 exercises based on the J6 JMETL critical tasks. Provide architecture design support for data transmission systems for global and major geographical networks. Consider such conflicting or controversial issues as funding limitations, rapidly evolving advanced technologies, restrictions on use of foreign and other service resources, satellite bandwidth limitations, diversification, emergency backup capabilities, and changing operational requirements. Theater expert in information systems technology and tactical communications in both a strategic and tactical situation with a comprehensive knowledge of the long range mission, objectives and management plans in support of the PACOM Theater. Comprehensive knowledge of Federal, DOD, Joint and DISA policy, principle, concept, practice, laws, regulations and instruction which apply to information system projects, programs and services affecting the PACOM AOR. Knowledgeable of how the information system mission is impacted by budget, requirements, manpower, security, contracts, and logistic functions. Represent PACOM J6 at meetings, conferences, and working groups. Coordinate with DISA counterparts, component counterparts, Joint Staff, OSD, international agencies and other organization to resolve theater C4 issues in both structured and unstructured settings. Manage and maintain oversight of a $1Million O&M budget for U.S. HQ Pacific Command’s two Deployable Joint Command and Control (DJC2) System (DJC2 is a Rapid Deployable HQs, that provides IT systems to a Joint Task Force (JTF) Commander during a contingency). Represent PACOM J6 in the Multinational Communications Interoperability Program (MCIP) / Pacific Endeavor exercise. This program is focused on ensuring communications between all nations in the event of a Humanitarian Assistance Disaster Relief (HADR)- (Interoperability or voice,video, and data circuits during a disaster). Focused on establishing a process that identifies and documents interoperability between Communications Information Systems of the Multinational Partnership Augmentation Team (MPAT) nations in the Asia Pacific Area. Provide communications and cyber expertise in briefings, workshops, and operational events. Facilitate Cyber Endeavor workshops for multinational personnel to provide awareness training on the importance of Cyber and protective measure for protecting information in a collaborative environment. Develop and provide coalition training to coalition partners on Communication Systems (CS) organizational responsibilities during contingency operations. Plan all CS requirements between U.S. and 16 Multinational partners to meet workshop table top exercise ( TTX) requirements with a goal to improve Humanitarian Assistance Disaster Relief Tactics, Techniques, and Procedures (TTPs) in Area of Responsibility (AOR. Plan and coordinate immediate deployment of tactical Joint Communications Support Element (JCSE) teams to Asia to provide CS support to the JTF forward Command Element's supporting POTUS travel. As COCOM DJC2 SME lead the planning for the deployment of the Deployable Joint Command and Control (DJC2) deployment to support theater exercises or real world contingencies or operations. Review and coordinate planning of exercise and operation orders for Communications Systems (CS) and cyber taskings. Develop ANNEX Kilo’s (Communications Annex) for deliberate, adaptive, crisis, and exercise planning. Plan Communications (CS) and Cyber training objectives for Exercise TERMINAL FURY (PACOM's highest priority exercise) Co-chair Cyber Working Group at three planning conferences and other Joint Exercise Life Cycle (JELC) events. Develop scenario injects to stress CS infrastructure and emulate real-world cyber threats for training audience. Utilize following planning tools: Joint Training Information Management System (JTIMS), Joint Lesson Learned Information System (JLLIS), Joint Master Scenario Event List (JMSEL), Joint Operational Planning and Execution System (JOPES), and Defense Connect Online (DCO.
