Daily Duties at Navair Technical Data And Engineering Command (Natec):
Perform Contracting Officer's Representative (COR) duties to support Administrative Contracting Officer (ACO), Program Managers (PMs) and civilian/military higher echelons regarding Naval Air Systems Command (NAVAIR) Tactical Aircraft (TACAIR) Programs; responsive to the EA6B platform program and $15 million dollar Prime Contractor service contract to support Navy (NETS) and Contractor (CETS) requirements; prepare and analyze ETS Human Performance manpower program requirement compliance to forecast ETS 5-year budget plan projections. Pursue opportunities to improve fleet readiness; perform analysis to forecast and document Human Performance manpower and program requirements with program goals, policies, and procedures; advise/support managers on formulation and execution of budgets; Manage the Enterprise Resource Planning (ERP) database system to create, allocate, and modify commitments and obligation/deobligation of program funding documents; input contractual, financial, and administrative documents into Smart Sourcing Obligation Database (NOD) subsystem to transmit System Applications Products (SAP). Perform on-site visits of military platform requirements; Perform Program Management support to division PM, serving as Point of Contact (POC) to develop program cost benefits analysis summaries; advise program managers of budget resources, manpower, and services needed to support the program, and correlate requirements with program plans to support fleet readiness and reduce operating/support costs. Advise program manager on the distribution of vacant positions, analyze to determine most efficient techniques to fill vacancies and manpower level requirements; analyze and evaluate continual changes in resource (manpower and budget funding) requirements to forecast long-range manpower/budget requirements. Participate in the selection process of new incumbent by reviewing qualifications, interviewing candidates and selecting new hires. Manage civilian personnel actions and recruitment; prepare for signature, Permanent Change of Station (PCS) and Temporary Change of Station (TCS) orders, personnel system for Request for Personnel Actions (RPA), and traffic message; initiate personnel evaluations, promotions, reclassifications, grievance and incentive awards prior to action referral to Human Resource (HR); identify sensitive personnel issues and assist program manager to recommend solutions. Build and maintain the Defense Civilian Personnel Database System (DCPDS) and Management Information System (MIS) to process administrative and ETS personnel information. Perform Business Analyst support to divisional PM, and three separate divisional program modules to support Base Realignment and Consolidation (BRAC) transition. Developed and implemented a basic internal hands-on training program to lead three months of training for new business analysts on use of Standard Accounting Reporting System (STARS), financial processing system; Acting divisional POC to communicate with multi-division Business Analysts concerning quarterly availability of program funds; advise program managers on integrating business/budget process with program mission and in the development and execution of the budget process; develop narrative and statistical justification in support of program budget requirements. Maintain fund status to determine/recommend utilization of funds or deobligation of excess funds; review, reconcile and summarize financial system reports of obligations and expenditures to interpret impact, planning, and program changes. Perform Contract Administrator support to divisional PM and a Warranted Administrative Contracting Officer (ACO) to include post-award duties of assigned Sole Source, and Competitive contracts extending up to two option years; perform contract administrator functions to the point of signature; initiate and translate technical direction in conformance with Federal Acquisition Regulations (FAR)/Defense Acquisition Regulations (DAR) to ensure contract compliance with various government orders, policies, and procedures. Establish contract liaison with customers and senior management regarding complex issues in contract life-cycle; resolve complex inquires impacting millions of dollars to ensure continuity of critical contracts; audit and certify invoices, verify exceptions to amount claimed; acceptance of services, reviewing, commenting, and accepting or rejecting deliverables, documenting rejections of deliverables in writing with recitation of requirement and factual statements; maintain MIS of contractual authorizations, funding/payment statistics critical to obligation cost objectives; initiate action for appropriate delivery order modification. Provide technical analysis and fact-finding to the Contracting Officer and negotiator to prepare Justification and Approval (J&A), and Statement of Work (SOW); initiate and prepare Purchase Requests (PRs); implement new services, continuity of follow-on contract service; Performed Market Research with technical synopsis of requirements for services; research analyses of price histories, actual expenditures, and established rates, contract types, required clauses, and special provisions; Provided expertise in the broad spectrum of contract related areas to initiate/participate in the Specification and Technical Evaluation Review Board (STERB) process; Process/analyze closing actions, final payment for contract close-out.
