Daily Duties at Navy Education And Training Command (Netc):

Perform as Management Analyst on one of two Naval Education and Training Command Human Capital Planning Groups (HCPG), which report to and support the Naval Education and Training Command (NETC) in the improvement of efficiency and effectiveness in the allocation and use of Human Capital. Assist NAVEDTRACOM with consultation support and facilitation assistance to civilian and military higher echelons in analyzing and identifying Human Capital solutions and to participate in NETC directed studies, analyses, and projects. Human Capital tools and programs utilized include Shore Manpower Requirements Determination, Commercial Activities (CA), Business Process Reengineering, requirements modeling, and other industrial/management engineering techniques. Travel up to forty percent of the time. Perform as team member and independently, to plan, research, collect and analyze data contained in the Activity Manning Document (AMD), Mission, Function & Task (MF&T), Organizational Charts and applicable Staffing Standards to identify efficient ways to improve Human Performance, staffing and skill mix, and organizational procedures and policies. Applied and Interpret relevant Human Performance System Models (HPSM), mathematical models, Activity Based Costing (ABC) models, and statistics (including correlation and regression analysis) to develop predictive and level-of-effort models to support equitable distribution of manpower resources. Develop preliminary Performance Work Statements (PWS) to determine the statement/summary of manpower requirement objectives. Conduct personal interviews, complete Operational Audits, and collect historical data and existing data sources sufficient to compile, formulate and state study objective; Analyze and interpret data collected to detail tasking, organizational structures, and methods of operation to ensure performance goals are aligned with organizational goals. Analyze areas in need of performance improvements. Recommend ways to improve alignment as needed. Collect and analyze pertinent organizational data and information to develop statistical and narrative data to justify changes and recommendation. Develop final report consisting of Tasking Statements, workload Indicators and supporting justification for manpower/organizational changes. Develop Statement of Manpower Requirements (SMR), Baseline Requirements-Statement of Manpower Requirements Comparison reports, Organizational Charts and Total Force Manpower Management System (TFMMS) Manpower Change Request. Prepare and presents briefings. Review reclama data from activity/Tycom/Regional Commander and make recommendations to concur/non-concur based on data. Perform collateral duty to manage the Government Charge Card program as Approving Official (AO) for procurement of supplies and service within NETC San Diego-site. Performs required reviews of card usage and adherence of Card users to established procedures. Perform internal and external Certification review of invoices between Citibank and DON utilizing Electronic Data Interchange (EDI) and verify STARS-FL account vouchers. Provide reports in a timely manner. Represented NETC during TFFMS beta test of a new manpower requirements determination system, employing People Soft data collection software and requirements determination software, coupled with modeling and simulation tools. Accomplishments: Conducted manpower study at Recruit Training Center, Great Lakes IL, which resulted in aligning manpower to meet the mission/function/task of training recruits. Measured and reviewed workload of over 700 billets, which resulted in manpower savings and determine appropriate skill sets increasing effectiveness. Conducted Management Advisory Study, TSC San Diego, N6 Directorate. Provided documented requirements for staff positions, identified skill sets, defined organizational structure and job requirements
