Daily Duties at Commander, Navy Installation Command (Cnic):

Serve as senior analyst of the Shore Modeling Requirements Team (SMRT), Total Force Manpower Directorate (also known as 'Human Capital Strategy), of CNIC. Work with various Program Directors for business enterprises (Programs) described in the Core Business Model (CBM) for Shore Installations. Ensure manpower requirements for the programs are accurately identified and in line with capabilities based budget practices used by the enterprise and expressed in Common Output Levels (COLs). Attend technical briefings and conferences with various Headquarters Program Directors (HPDs) and Senior Executive Service (SES) Directors, to develop and express methods of determining manpower requirements at various workload volumes according to common output levels. Establish defendable manpower requirements models sufficient to support Program Objectives Memorandum (POM), Planning, Programming, Budgeting, and Estimating System (PPBES), and Future Years Defense Program (FYDP) requirements. Conduct business process improvements and analyze problem solving techniques to design and implement Manpower Requirements Determination model across 9 core programs with 63,000 billets/positions. Serve as team-leader, leading team efforts in the development, implementation, and/or evaluation of program or project responsibilities. Participate in integrated teams (CNIC team of 1 SES Program Manager, 4 (GS-13) and 1 (GS-9) Management Analyst and 4 Accenture contractors) to plan, develop and conduct internal review studies substantial complexity sufficient to design, implement, and evaluate core projects; train members in process improvement techniques; and assist in team building efforts. Provide expertise in policy, requirements determination, reclamas (requirements), and staffing/manpower distribution of manpower resources, to maximize readiness and stability of end strength. Facilitates team processes by working with team members to ensure that tasks are completed, that good working relationships among team members and with management officials are maintained, and that team priorities and goals, needs, and achievements are coordinated with management. Apply knowledge of manpower requirements determination through Shore Manpower Requirements Determination (SMRD) programs to monitor progress toward objectives; structure, organize and analyze work and set priorities; Identify problem areas relating to program implementation and goal achievement; selecting for alternative courses of corrective action. Using Microsoft suites, to develop Performance Work Statements (PWS), Mission Function and Task (MF&T), Staffing Standards and organization charts. Apply knowledge of Total Force Manpower Management Systems (TFMMS); Total Workforce Management Services (TWMS) and Activity Manpower Documents (AMD) sufficient to build ad-hoc queries; organizational listings; on-board strength reports; employee-supervisor ratios; link billets to employees; and consolidate all workforce data (civilian, military, contractor, non-appropriated fund and billets). Assist team members with the development of Navy Mission Essential Tasks (NMETL) for CNIC programs in support of the Joint Mission Essential Task List (JMETL) in the Defense Readiness Reporting system (DRRS).
