Daily Duties at Commander, Navy Installation Command (Cnic):

- Perform as the Program analyst in the Facility Service Support Directorate, Facility Services (FX) Branch. I support 15 Navy Regions and 77 Navy installations. Use my knowledge of the PPBES to develop program requirements and prepare the Program Objective Memorandum (POM) and Presidential Review (PR) Navy Budget for submission to OSD. - I provide analytical and process control support for external reporting requirements for the FX programs and sub-functions which included grounds maintenance, custodial, pest control, snow removal, pavement clearance (street sweeping, snow removal), Integrated Sold Waste Management (ISWM) (refuse and recycling) from data populated from, Resource Management Knowledge System (RMKS), and the Facilities Operation Model (FOM) on a monthly basis. - I compose correspondence, briefs, reports, and other items for direct presentation to senior levels within the chain of command. - I track funding requirements allocated throughout the FYDY for the OMN & OMNR BOS Operating Support the FX program by using the DoN Planning, Budget Information system Database (PBIS). I also use the PBIS program to check the status of approved funding, functional transfers and issues. I have the ability to communicate complex information effectively, both orally and in writing. - Provides financial input to fund execution documents, e.g. Contracting Officer's Representative (COR) spreadsheets and Procurement Requests (PRs). Assists in the creation and updating of funds execution phasing plans. Monitors execution by appropriation and performer and prepares analyses and reports to financial and program managers. Provides financial input, e.g., requirements and execution analyses, to briefings, plans, reports, and financial reviews. - I collaborate daily with professional peers within the FX & comptroller community to resolve issues pertaining to Facility Services and financial planning, management and evaluation of the Program. - I obtain research, data, analyses, and studies relevant to the facilities services and organization sufficient to resolve significant issues concerning operations and policies. - Serves as program Analyst for day-to-day responsibility for the management of resources (processes and tools) primarily for Capability Based Budgeting, Activity Based Costing, and Performance Metrics in support of the delivery of SIM products and services, sufficient to assist in the oversight and maintenance of CNIC's Capability Based Budget Process, Resource Allocation Process, Activity Based Cost Management (ABCM) Process and Performance Metrics Reporting Process. - Review PBIS changes through the FYDY and document funding adjustments. Manages POM and Navy Budget related actions that include development, compilation, update and narrative and tabular backup information preparation for POM/Program Budget Guidance (PBG)and congressional /OMB /OSD requests on Budget requirements. Develop, conduct and evaluate Base Operations Services (BOS), standards (COLS) and fund allocation for 15 Navy Region Facilities Service program. Prepare, justify and defend budgetary requirements. Provide technical advice and staff assistance to Shore Installation program managers in developing innovative and effective solutions for critical assessment issues. Develop metrics for the assessment of the FX programs from data populated from RMKS, and the FOM on a monthly basis. I evaluate performance assessments of FX program by analyzing data from the Senior Level Customer Surveys located on the CNIC Clearinghouse. I also provide written input to the Navy Shore Installation Management (SIM) Stockholders' Report, and the CNIC historical report. I compose correspondence, briefs, reports, and other items for direct presentation to senior levels within the chain of command. - I track funding requirements allocated throughout the FYDY for the OMN & OMNR BOS Operating Support the FX program by using the DoN Planning, budget Information system Database (PBIS).
