Daily Duties at United States Air Force:

Mr. McClellan conducted research and analysis on future technology changes and its effect on company’s infrastructure. He performed life-cycle system management program support, system engineering and configuration management support for improving the efficiency and security of information technology applications. He conducted business case analysis, including cost benefit analysis, feasibility study and security assessment. He recommended reengineering candidates for improvement through information technology tools--100% success. Mr. McClellan explored total cost figures, measured them against customer-driven requirements. He was the Subject matter expert on streamlining business processes; consulted various stakeholders and functional experts. He recommended information infrastructure direction, priority, and scheduling supporting the business strategy. Mr. McClellan provided technical support to the offices information technology projects. He managed a Help Desk and web site, which accounted for over $20 million in computer purchases annually. He managed all the system’s sustainment aspects including implementation, training, and technical support—this system reduced desktop computer acquisition time by 90% and eliminated over 6,000 contracting actions. He constructed a detailed business case analysis, resulting in $122 million savings. Mr. McClellan led a cross-functional team of experts in developing and improving the electronic staffing framework. He fully documented all functional requirements to include information requirements, business rules and use scenarios. All recommendations were accepted and implemented. He constructed and implemented a rollout plan for over 90,000 computer software licenses--authored guide and checklists for distribution and installation; complied with federal laws--saved hundreds of dollars per computer. Mr. McClellan constructed the information workflow architecture for the premier electronic lifecycle management system--provided a virtual process for buying desktop hardware/software, reducing cost of ownership by $77 million. He was selected to brief high-level audiences around the Air Force on all aspects of reengineering processes. Result: The Air Force Chief Information Officer adopted the Lifecycle management system as the Air Force standard.
