Daily Duties at Federal Government:

Extensive Project Management experience with federal government to include procurement/ budget and the management of multimillion dollar contracts. Projects include: Implementation of ATM/Frame Network, Implementation of VoIP Enterprise Network and Implementation of secure Enterprise IP Video - Tandberg/Cisco Solution, all supporting over 70,000 end-uses.  20+ Years communications experience in multiple departments and organizations.  Innovation saved federal government $80M in 2011 and $800M over the next 10 years.  Strong analytical and problem solving skills.  Excel in a dead-line, time sensitive, high pressure environment. Information Technology (IT) Project Management Managed enterprise technical projects, involving complex hardware and software applications, in order to reach the assigned outcome as well as conducted project risk analysis and recommend mitigation strategies. Analyze tasks and functional requirements, define projects, allocate resources and perform project scheduling. Measured and overseen project performance. Directed and managed project controls and reporting requirements. Implement change management for active projects. Experience managing a varied workload and reconciling conflicting priorities while meeting critical deadlines. Interact effectively in situations where frequent changes, delays, or unexpected events, arise that cause major shifts in priorities, timetables, or work assignments. Spearheaded significant enterprise IT initiatives through their life-cycle, including: identifying goals; choosing strategies; choosing and sequencing specific milestones and monitoring progress. Advised, consulted with, and/or negotiated with customers in the delivery of projects and programs and while working on multiple projects, of varying difficulties, successfully, and maintaining a steady workflow. Remain current on the new and emerging technologies in the IT arena by attending conferences, reading various professional publications, through research and by conducting proof of concept testing. Set goals and objectives for accomplishments of programs or projects:  Planned the resources, delivery schedules, and milestones.  Monitored and tracked program and organizational accomplishment.  Established and monitored program delivery, productivity and cost controls.  Developed annual work plans, objectives, priorities, workloads and schedules.  Implemented new products/services that demonstrate best practices.  Experience examining and analyzing business processes, operations or procedures.  Implemented innovative ideas, processes, and / or operations.  Set the short-range objectives for the accomplishment of the program work.  Set long-range plans for the program considering the possible changes in program. Procurement and Budget Responsible for cost analysis and developing an operating budget for an organization with a variety of program elements and explained/defended budget requests before senior management officials. Overseen procurement and contracting procedures and/or served as a Contracting Officer/Technical Representative.  Compiled information for the development of a program/project budget.  Developed and justified a multi-year budget for an organization.  Managed the budgetary process, including development and execution.  Responsible for monitoring a budget and funding expenditures for accuracy and appropriateness.  Analyzed expenditure trends.  Obligated funds and tracked expenditures.  Reprogrammed funds across organization programs. Customer Service / Interpersonal Skill Conducted interviews and working sessions with key stakeholders to obtain information on business functions and business requirements as well as performed oral presentations of analysis, findings, and recommendations in order to convey ideas and concepts, explain rationale, persuade and/or negotiate outcomes. Planned and implemented customer support services covering IT equipment, software, systems, interfaces, networks, and asset management. Experienced in encouraging cooperation, fostering trust, commitment and team spirit and interact effectively in situations where frequent changes, delays, or unexpected events, arise that cause major shifts in priorities, timetables, or work assignments. Provide direction, guidance or instruction to support staff or new professional staff and persuade others to adopt new methods, procedures or techniques in order to improve operations. Facilitate the resolution of competing and conflicting interests among parties whose cooperation is needed in order to meet a program objective and provide overall direction and guidance to technical and nontechnical personnel. Written and Oral Presentation Experience in preparing a wide variety of complex written materials on IT related issues such as technical reports, functional statements, statements of work, briefing papers, and correspondence (as well as other materials) involving issues or projects of a sensitive and controversial nature, to various individuals and audiences (including customers, and middle or senior management within or outside of the organization). Conducted meetings with key stakeholders to gather and document business requirements and procedures, performed oral presentations of analysis, findings, and recommendations upper management staff.
