Directed all activities and functions related to financial management of four separate groups/facilities located in Florida and New Jersey. Concurrently with planning, reporting, assessing risks, and forecasting pipeline reports for business activities, including revenue, budgets, and margins, spearheaded special, and participated in troubleshooting problematic projects. Managed existing infrastructure to mitigate risk and maximize return on investment of capital and effort. Developed an integrated financial planning and reporting process incorporating both long-range plans and the annual budget. Oversaw and facilitated the contractual process involving clients, suppliers, consultants, and subcontractors. Developed and instituted policies and processes to ensure profitability and compliance. Prepared estimates and interpreted and implemented customers’ requirements for cost proposals and Rough Order of Magnitude Estimates (ROMs) on special projects. Developed level of effort (LOE) estimates for requirements, and a financial checklist to be used by Program Managers (PMs) and Business Development (BD) for pre-submission proposal reviews (Rates verifications, Profitability analysis, Payment terms, Cash flow analysis for milestone payments). Reviewed proposal cost volumes during pre-submission.
