Functioned as regional financial operations supervisor over two natural gas transmission plants and 450 miles of pipeline operations. • Budgeting and Planning - Prepared annual work plans, operations and maintenance budgets, and capital budgets. Developed forecasting systems to determine resource requirements including manpower, materials, supplies, equipment and associated costs. Recommended activities prioritization matching available resources. Presented operations budgets for senior management approval. • Cost Control - Reviewed and analyzed historical cost data for forecasting operational requirements. Monitored and analyzed actual results versus work plan, and budgets. Implemented and reviewed standard cost measurements for effective variance controls. Analyzed financial and statistical data to explain variances to senior management and recommended more effective and efficient operating procedures and use of resources. • Accounting and Financial Systems - prepared and posted proper accounting for the Area. Conducted month-end and year-end close. Prepared financial statements and operational reports. Prepared payroll, tax documents, overtime reports and vacation schedules. Prepared material orders and various procurement documents. Oversaw and administered all contracts. Prepared contracts and bid packages for solicitation. Arranged payments for vendors and employee expenses. Maintained field purchase order accounts and field cash accounts. • Systems Development - Participated on the Budget Development System Task Force for the corporation. Assisted the project manager in identifying the business rules and data structures to be incorporated into the Budget System. Developed a Field Maintenance, Overhaul, Test and Inspection Scheduling System, a Workplan Development System. Developed a new comprehensive expenditure tracking system with a direct interface to the budget system. Developed numerous PC - based models including: walk-up budgeting, system load analysis, power requirement analysis and expenditure forecasting and tracking.
