Daily Duties at Pennsylvania Army National Guard/876 Engineer Battalion:

Kenneth is currently in the Individual Ready Reserve; having transferred from the Army National Guard, to better accommodate the requirements of his position supporting TC-AIMS II. He will retire with the rank of Captain. His final significant assignment was as Captain, Company Commander of Headquarters Company within a Divisional Combat Engineer Battalion. He was responsible for providing overall supervision of the Headquarters Company in performance of its assigned function supporting the Battalion Staff, as well as the development and implementation of training, discipline and recruiting. The stated foal for this period of command was the successful transition from a Combat Wheeled Corps Battalion to that of a Divisional Combat Engineer Battalion in support of a Mechanized Infantry Division. The major items accomplished included realignment of personnel to eliminate previously required special engineer functions and the formation of an additional Engineer Line Company, exchange and upgrade of equipment to include tracked vehicles as well as planning and conducting company wide retraining of personnel to meet newly stated tasks and requirements. CPT Dillon was one of only four company commanders, and the only engineer commander with in the units of the Pennsylvania Army National Guard awarded recognition for meeting and maintaining overall unit strength of 100% and maintaining a trained and deployable status of personnel of greater than 85%, as required by the Adjutant General of Pennsylvania. Prior to receiving command, Kenneth held the position of Engineer Equipment Officer, responsible for tracking the status, location, availability, and user of various engineer equipment within a 750 man Engineer Battalion, to include 50 dump trucks, 10 front end loaders, road-graders, cranes and various other items of construction and support equipment. He was responsible for providing guidance to superiors with the most efficient use of the equipment during various stages of project development as well as supervising and providing guidance for the maintenance activities. During this period of time the unit was recognized for maintaining an equipment readiness above 90%. Previous positions held with the National Guard include Reconnaissance Officer, Executive Officer of a 120 man Engineer Company, Engineer Platoon Leader and Construction Surveyor. Kenneth also performed additional functions at the request of the Pennsylvania Army National Guard to include participation on a Qualification Board for the selection of a Designer/Contractor to develop and construct the Pennsylvania Military Academy Education Center and served as the Office in Charge of emergency snow removal project, coordinating the assignment of snow removal missions and supervising up to 20 pieces of construction equipment and supporting personnel over the greater Pittsburgh area. Additionally Kenneth served an active duty tour with the Army National Guard Bureau from March to September of 1993 as an Engineering Technician concurrently with his duties. The requirements of the position was to perform architectural and structural reviews of all plans submitted for proposed construction, addition, and/or renovation of all National Guard facilities to include armories, maintenance shops, airfields, office buildings, housing and training facilities, warehouses and various facilities. He reviewed and made recommendations pertinent to the approval/disapproval of each Army National Guard project for architectural and structural engineering aspects of schematic design, concept drawings, cost estimates, scope of work, preliminary and final contract plans, specifications and bidding documents. Each project was analyzed for appropriate application, completeness, economics, safety and energy conservation.
