Daily Duties at New York State Department Of Labor:
- Developing and monitoring the 20+ million-dollar annual program budget. - Producing the programs portion of the agency’s Annual Technology Plan (ATP). - Developing multi-million dollar federal grant requests. - Procurement activities, such as creating Requests for Proposal (RFPs), numerous mini-bids, and discretionary purchase agreements. - Creating Business Cases and related Plans to Procure (PTPs) for UISIM projects. - Coordination of procurement activities, including proposal evaluation and selection. - Negotiation and development of contracts and Statements of Work (SOWs). - Creating the UISIM portfolio of projects and sequencing their initiation according to their alignment with customer priorities and technical dependencies. - Developing project scope statements, prioritizing customer requirements, obtaining technical team members, creating work breakdown structures, project plans and transitioned projects to project managers after successful start-up. - Mentoring project managers and overseeing individual projects by providing guidance regarding scope change control, schedule, resources, risks, issues, and stakeholder communication. - Liaison with the Unemployment Insurance Division executive directors to assure customer satisfaction and to appropriately manage stakeholder expectations. - Communicating program status, risks, issues, and procurement activity to the New York State CIO, the Unemployment Insurance Division executive directors, and IT division management. - Directing the activities of the Business Process Reengineering/Change Management (BPR/CM) vendor and the Quality Assurance vendor. - Evaluating and rating software alternatives for procurement. - Creating agile development guidelines and mentoring development teams when transitioning to the Scrum approach. - Producing studies to contribute to the effectiveness of the organization, i.e., optimal IT division staffing size and configuration, and teleworking (a.k.a. telecommuting) approach report.
