Daily Duties at Texas Health And Human Services Commission:

Empowered management and staff to fulfill the responsibilities of their positions through individual conferences and groups meetings to discuss supervisory functions and methodologies for working with staff. Provided role model for management staff through job attendance, compliance with work rules and using a personable approach when working with the managers and their staff. Directed 3 managers and 66 purchasers in the procurement of goods and services for an agency of 55,000+ employees serving the health and human services needs for the State of Texas. Conducted supervisory conferences, completed performance reports, and recommended disciplinary action when performance improvement did not occur. Developed job postings, screened application forms, conducted employment interviews completed reference checks and made employment offers. Reviewed position descriptions and job audits to assure match between duties and pay scale. Ensured compliance with complex policies and procedures through audits of pending and completed work. Assisted staff with appropriate interpretation of policies and procedures. Negotiated disputes of contract awards. Assisted requestors with development of specifications and contract terminology as well as guidance regarding types of products. Mediated contract noncompliance between agency and vendor. Coordinated special projects, such as expedited procurements during disaster response events. Established a client-centered focus with the purchasing staff and assisted them in realizing that they had both internal and external clients. Also guided their understanding of the client to include the client that was being assisted by the caseworker and other program staff assuring that services were available for the client. Prepared floor plans of the building (in Excel) to facilitate organization of staff as well as facilitate relocation of staff in the building. The floor plans were used for space planning through sub-division of space to install cubicles to accommodate consolidation of positions from the outlying field offices into the Austin headquarters. Analyzed data to spot trends, strengths and weaknesses and implemented actions to correct nonconforming areas.
