Daily Duties at Ohio Department Of Youth Services :
Function as primary liaison between, senior leaders, agency and labor unions managing critical relationships with SEIU, AFSCME, and the OEA. Leverage adept skills in interpersonal communications to effectively, but diplomatically, address delicate issues on privacy, confidentiality and political conflicts. Protect agency; ensuring strict compliance and adherence to all bargaining union, state, and federal regulations by providing rigorous management and organization of records, deadlines, status updates, and conversations. Provide laborious levels of information and data to prepare for labor negotiations and arbitration; accelerating/streamlining operations in dealing with three different bargaining units. Serve on numerous cabinet committees; attending/facilitating meetings and building key relationships with political constituencies. Serve as key member management team developing programs focused on talent management, career laddering, mentoring, job coaching, workforce planning, succession planning, training and development, competency modeling, and organizational development. Develop partnerships with other agencies; breaking through prevalent and crippling silo mentality by initiating communication to share best practices and insights, further enhancing development of better employee programs. Support in development of systems upgrade; gathering and clearly communicating end-user requirements, recommending process and workflow design improvements, and troubleshooting problematic areas. • Serve on Workforce Planning team (2007 – 2010) following major centralization initiative; providing training and transfer of critical information, policies, and procedures to newly formed business unit associates. • Launch innovate solution to overcome sensitive political conflict; introducing ‘job analysis process’ to circumvent well-established seniority hiring decision making process. • Performed Life cycle recruitment for Senior Management (Deputy Director, Superintendents), IT, HR, Administrative, Education (Principal, Assistant Principal, Teachers & Guidance Counselors) Medical & Behavioral (i.e. Physicians, Psychiatrists, Nurses, Psychologists, Social Workers), and Facility and Maintenance personnel. Ensured alignment of human capital initiatives with business strategy through HRIS system and process management. • Selected as Training Director for the ‘Circles and Director Leadership & Mentoring Program’; launching and facilitating 8-week training • Manage all aspects and processing of unemployment compensation, FLSA, disability, FMLA, and worker’s compensation claims for over 1500 employees -including both bargain unit and exempt employees. • Conduct comprehensive trend analysis; identifying and reporting on critical areas for improvement.
