Daily Duties at United States Air Force:
Program Analyst - United States Air Force – Multiple Locations (Retired Mar 1998) Air Force Center for Quality and Management Innovation – Randolph AFB, Texas • Lead team project/contract manager on a 2 year effort to reengineer the Air Force Suggestion Program. • Conducted BPI studies and surveys designed to improve customer service programs and update operating policies and procedures to process suggestions through the system more efficiently. • Facilitated seven focus groups, developed an information technology (IT) strategic and system requirements plan for a new concept of operation and established quantitative and qualitative customer satisfaction goals. • Served as liaison between the Headquarters USAF Suggestion Program Office and the Manpower Organization when developing and implementing quality improvement initiatives. • Managed Stakeholder involvement to ascertain quality focus from a customer perspective and obtained feedback to improve techniques for gathering data and information. Headquarters, Pacific Air Forces (HQ PACAF) Management Engineering Office – Hickam AFB, Hawaii • Responsible for accurate accounting of funded/unfunded manpower requirements in Transportation, EOD, Munitions and Base Services functional communities. • Conducted BPI studies and surveys with the goal to improve customer service programs and operating policies and procedures. • Served as a liaison between the Functional Manager and the Manpower Organization when developing and implementing quality improvement initiatives. • Managed the review of mission statements with stakeholder/organizational leaders to ensure all workload was captured to accurately identify manpower requirements. • Developed accurate statement of work (SOW) by interviewing, validating to regulatory policy and measuring man-hours tied to workload. • Drafted regulatory and policy guidance and procedures when new mission workload wasn't covered by current regulations/policy. Maintenance, Supply and Munitions Management Engineering Team - Wright Patterson AFB, Ohio • Developed, staffed and published the first wartime manpower standard for Explosive Ordnance Disposal (EOD) (copy can be provided). Entailed review of current wartime concept of operations (CONOPS), evaluating improvement goals identified by functional community, performing BPI of future CONOPS, testing CONOPs at wartime exercise.
