Compliance Audit/Project Manager - KPMG LLP – McLean, Virginia (Feb 1998 – Nov 2008) Universal Service Administrative Company • Project Manager/Director for a $43M contract. • Scheduled/resourced/administered 40 plus audit teams. • Assisted in developing and conducting compliance audit training for audit teams enabling them to hit the ground running in performance of audits. • Developed MS Project schedules to report / track events to conduct 450+ audits over a six year period. • Conducted briefings with Executive Management regarding recipient compliance of Federal funds/grants as a result of audits conducted. • Managed internal and external customer/stakeholder concerns and resolved issues or complaints instilling customer confidence in the audit process. • Provided technical and administrative direction to USAC Internal Audit Director and staff on customer support and quality improvement matters. • Supervised and ensured accurate invoicing of $70M+ and addressed billing questions/inquiries. • Developed and successfully staffed reporting documents to include a Charter, Communications Plan and Risk Matrix outlining responsibilities and risks to the contract for both KPMG and the client. • Communicated daily with client management reporting progress and issues identified by field audit teams. • Instrumental in establishing and maintaining the relationship with the client that earned KPMG over 6 years of annuity work amounting in excess of $70M in revenue for both Schools and Libraries and High Cost audits/examinations. United States Navy - Naval Audit Service • Led the strategic planning and risk management effort at the request of the Naval Audit General of the United States Navy resulting in a published 5 year strategic plan report. • Conducted workshops with senior leadership in strategizing, planning, organizing and leading the approach in updating the mission, vision, goals, strategies and objectives of the Naval Audit Service. • Developed with the client a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis, identifying external and internal environmental factors that may impact mission accomplishment in future years. • Performed extensive business process improvement (BPI) analysis on the audit process to ensure program efficiency. • Project managed 13 resultant action plans, five of which generated risk assessments and audits to improve performance of the organization. United States Army - Directorate of Information Systems for Command, Control, Communications and Computers (DISC4). • On-site project manager at the Pentagon for the Army implementation of the military/civilian ID Common Access Card (CAC). • Responsible for client management and for smooth interfacing of the Smart Card Office with other Army constituents. • Coordinated the Army position for the Department of Defense Configuration Management Plan. • Led effort to build, staff and implement the Army Smart Card Configuration Management Plan. United States Army – OMB A-76 • Performed Most Efficient Organization (MEO) analysis for two Major Army installations being reviewed under the Base Realignment and Closure (BRAC) Commission. • Used analytic skills in revising and validating Performance Work Statement (PWS) workload. • Facilitated MEO workshops and conducted business process reengineering (BPR) to include organizational consolidation and identify critical Governmental in Nature (GIN) resource requirements. • Supervised development of PWS for the Base Operations Support Functions, including the Office of the Commander, Special Staff, Resource Management, Security, Supply, Property Management, Safety, Directorate of Public Works (including Construction, Utilities, Environmental, and Transportation), and the Information Technology Directorate (including Computer Hardware and Software support, Networking, and Multi-media support).
