Effectively directed international donor-funded Emergency Power Project (EPPII) in Monrovia as part of five-way Memorandum of Understanding between USG, EC, World Bank, Government of Norway, and Government of Liberia. Acted as USG representative overseeing general design of energy sector master planning, engineering management, equipment and relative construction and civil works. Participated in Evaluation Committee for USAID-funded contract awards. Served as Lead of Technical Committee with team leaders from all donors; coordinated strategies for successful implementation of all project phases.
