Process and track Funds in Agreements (FIA) with other federal agencies and Cooperative Research and Development Agreements (CRADA) between the National Renewable Energy Laboratory and private companies. Serve as a team member on a task force that was developing an electronic process for tracking, review and approval of FIAs and CRADAs. Reviewed other Federal agencies Funds in Agreements, conferred with the Contracting Officer, gave the agency advice on changes and then presented the completed documents to the DOE Contracting Officer for Signature. Develop a process for efficiently processing CRADA’s by working with the National Renewable Energy Laboratory to create a standard CRADA based on the DOE Order (DOE Order 483.1.) Set up a process to accomplish the closeout of FIA’s. Process the closeout of FIA’s. Write modifications to Financial Assistance Agreements (10 CFR 600) that were being transferred to the Department of Energy Golden Field Office. Provide cost and price analysis, draft pre- and post-negotiation memorandums, create the award document based on 10CFR 600 and local procedures in support of the office’s Financial Assistance Specialists. Make changes to the in-house Financial Assistance agreement writing system using the Dreamweaver software. Create Excel spread sheet to track audit reports. Maintain audit report files.
