June 20, 2011 Elias R. Garcia 82 4th Ave. Chula Vista, CA 91910 Letter of Application To whom it may concern, I, Elias R. Garcia have been employed by the Health and Human Services Agency, County of San Diego, Child Welfare Services Division, since June 14, 1991 as a Bilingual Social Worker in English and Spanish. In this capacity, I have had the opportunity to work with many families of varied ethnicities. I have had the opportunity to assess the family’s problems and provide interventions to reduce or eliminate risk of abuse or neglect to children: this is basically re-teaching parents how to be better parents. I have had the opportunity to assess Human Development in its various phases, allowing me to assist and improve people of various ages’ lifestyle, when they are willing to do so. Most recently, as a Protective Services Supervisor effective 10/5/2005, I have had the opportunity to guide and assist Social Work Staff in Consultations to make critical decisions on the child’s best interest. I have also had the opportunity to train and teach staff through in Service Training; this includes going out into the community and training and teaching collateral Agencies and Community Core Groups on the true functions of Child Welfare Services (CWS), formerly known as Child Protective Services. This includes training and teaching the San Diego Police Department’s Gang Unit, Truancy Unit and their Curfew Units. Although I don’t have the Classroom-Teaching experience, my job has been my classroom: I believe that with my 20 years of experience in working with children and families, along with my Master of Social Work Degree, I have gained the experience and knowledge to be able to teach any of the basic General Requirements, particularly to adults, since I have been able to assess and recognize Adult Learning Theories as well as Adult Learning Skills. If I am given the opportunity, I feel very confident of being able to transfer into the Adult Classroom what I have applied in the field for so many years. Elias R. Garcia Elias R. Garcia 82 4th Ave Chula Vista, CA 91910 Home: 619-426-0007 Mobile: 619-252-1402 Email: eg4nahuatl@aol.com To whom it may concern, I have been a Bilingual in Spanish employee for the County of San Diego, Health and Human Services Agency since June 14, 1991. Currently, I am a Protective Services Supervisor, where I supervise a team of Social Workers within the Division of Child Welfare Services (CWS). Our job is to teach parents on how to ensure the health and safety of children. Although our job doesn’t entail teaching in a classroom, the work we do is to educate clients in their own home, on their responsibilities as parents to protect, supervise and ensure the safety of their children at all times. In essence, our job is our classroom. The social workers I supervise are Bilingual in Spanish, they all go into our clients’ home and conduct general assessments on risks for child abuse or neglect of minors. The social workers conduct what is known as brief In-Home Parent Education including brief Child Development, brief In-Home Counseling and brief In-Home Therapy. Whenever risk for abuse or neglect exists, our job is to provide families with Community Agency Services to assist in reducing or eliminating the risks to children. Whenever parents do not cooperate with CWS or our community agency partners, our job is to resort, as the last measure, to the Juvenile Dependency Court to ensure the safety and security of children. As a supervisor, my job is to train staff on the latest research used as an approach to ensure child safety, based on research-based and a transparent approach. Again, our teaching and or training are not done in a classroom, but it is done in-home or in a community agency as part of our In-Service training within our Agency. As a supervisor, my job is not only to train and educate staff, but the community as well. I go out to the Community Agencies, Community Core Groups as well as Law Enforcement Agencies, such as the San Diego Police Department’s Gang Units, Truancy Units, and the Curfew units to educate them on the true function of Child Welfare Services. I have worked myself up the Health and Human Services Agency’s latter since I began my career with the County as a Bilingual Eligibility Technician, determining eligibility for those applying for Public Assistance. I have always educated the public, staff, community agencies and law enforcement on the functions of the Health and Human Services Agency. Although I don’t possess an Adult Education Teaching Credential, I believe that my knowledge gained through my Master of Social Work Degree, including Adult Learning Theories, and my experience of Service to the County, I feel very confident that if I am given the opportunity to teach in an Adult High School, I will be able to transfer the knowledge and experience gained and used in-home, in the office, in the community, to the classroom if given the opportunity to do so.
