Prepares bids and proposal specifications based on research of organizational need; writes and reviews technical specifications and contracts for purchase of goods and services in conformity using Market Research. Develop source agreements that increase profits by standardizing contracts and improving purchasing programs, Negotiate BPA – long-term agreements and programs with key vendors, generating $1M in annual savings. Conduct Market Research and prepare awards for execution as required by the Contracting Officer. Complete contract modifications and closeouts as required. .
