Daily Duties at Hgs Engineering, Inc.:

This is a contractor position for the Federal Emergency Management Agency (FEMA) under the United States Department of Homeland Security (DHS). This position requires the completion of course reviews in accordance with the Federal Emergency Management Agency (FEMA), National Preparedness Directorate (NPD), National Training and Education Division (NTED) Course Review and Approval Process (State and Federal Sponsored Courses), for independent third party review or using a subsequent version posted by NTED. The Research Analyst provides detailed course content and materials review and completes the course review within 20 business days of receipt of the course materials; assists the Federal government with the preparation of plans, student comment reports, and other programmatic assessments in support of defining training needs; responsible for documenting lessons learned in the course of real world events, projects, training exercises and drills, and other sources as required by the Federal government by performing analysis of government documents, national trends, and emerging threats related to the training mission of the Center for Domestic Preparedness (CDP); interfaces with government and contractor staff from curriculum, training delivery, and student support for the promotion of information-sharing garnered through research and analysis for purposes of enhancement of CDP training programs and capabilities; utilizes research to develop concepts for training materials and recommendations that integrated new policies and regulations, as well as innovative ideas and educational trends into the advanced, hands-on training of emergency responders; receives completed training performance checklists from the Federal Contracting Officer’s Technical Representative (COTR) or appointed designee; and maintains a record control system for accountability of all performance checklists received, processed, reported, and filed. The training analyst position required analyzing and evaluating proposed training programs submitted by state and local agencies in meeting established program goals for emergency response Weapons of Mass Destruction (WMD) training; analyzing and evaluating the effectiveness of state and local training programs in meeting established program standards and objectives set forth by the United States Department of Homeland Security (DHS); identify and communicate with Subject Matter Experts (SME) to facilitate the evaluation of training programs with specialized content; analyze and provide written validation for comprehensive emergency responder WMD training programs to include all levels of awareness, performance, planning, and management training; prepare and deliver training program assessment reports; work in conjunction with state and local jurisdictions submitting training programs for review; and identify standards required for the use in management of state and local emergency responder training programs.
