Daily Duties at Triumph Enterprises:
Serve as a contracted Program Management Office Lead reporting directly to the Government Program Manager for the $800M plus Electronic Baggage Screening Program (EBSP). Serve as the senior liaison for the PMO to Operational Test, Evaluation and Validation, Technology, and Engineering divisions in the Office of Security and Technology for the Transportation Security Agency. Oversee sub contractor staff develop subcontracts and changes of medium complexity and risk level, non-disclosures, teaming and other agreements and software licenses in accordance with TSA and DHS policies. Identify, develop, and evaluate bid packages to meet business needs. Solicit and review proposals and quotations from vendors to support operational requirements. Perform cost and pricing analysis, Independent Government Cost Estimates, and technical requirements documentation to ensure currency on subcontract regulations, contract law and agency guidance. Assist in the design and implementation of national standard processes, development of performance standards associated with checked baggage operations, layout design for screening operations, forecast modeling for future requirements, etc. Develop quality improvement methodologies and toolsets to facilitate the acquisition life cycle in procurement of security systems. Serve as the Senior Manager working directly for the Government Program Manager in the Program Management Office in support of the Contract Technical Representatives, Engineering Support Services and Operational Test, Evaluation, and Validation within the Electronic Baggage Security Program (EBSP) in the Office of Security and Technology for TSA. Oversee highly complex and challenging activities including the design and implementation of national standard processes, development of performance standards associated with checked baggage operations, layout design for screening operations, equipment justifications, forecast modeling for future requirements, etc.; develops quality improvement methodologies and toolsets (e.g., design of experiments, metrics reporting/analysis, labor scheduling optimization, capacity planning process and layout design and capital equipment justification, etc.) to provide upper management sound recommendations on suggested improvements; oversees responsive support initiatives to stakeholders, both Federal Security Directors and Headquarters, in a structured and uniform manner; provide support to TSA Security Operational Programs, particularly with regard to the annual execution of the TSA Screener Allocation Model and Optimization Teams; manage and oversees support requirements solicited from the Operational Integration, Technology, Life-Cycle Support, Strategic Planning and Project Development, Safety Mitigation and Deployment Sections within CTO. This interaction involves coordinating and executing field data studies; and supervising and managing all Field Industrial Engineers and Analysts, either as a primary or second-level supervisor, as the branch may include several area supervisors. Serve as the single point of contact between technical, operations, deployment and technology manufacture representatives. Establish internal operational and technical standards, procedures, practices and controls for implementation. Assessing and prioritizing project in light of the organization's mission and assuring that all phases of implementation are carried out in a way that supports the mission. Assist in the development and communication of new processes and requirements. Coordinate and facilitate communication between contractors, sub contractors and function owners to assess user requirements, and ensure they are considered and met by proposed technology testing and evaluation processes.
