• Developed, implemented, and streamlined technical assistance training tools and documents for the HUD/CPD Grants Management System (GMS) and IDIS including: quality assurance goals, milestones, reporting criteria and procedures, as well as annual, ad hoc, and quarterly reports • Provided on-site CPD program training to hundreds of grantees, states and various community development organizations throughout the country • Researched, wrote and edited CPD national "Best Practices Guide," "Annual Report," and "HOPWA: Barriers and Recommendations Report," as well as the HOME and ESG "Matrix Code and National Objective Code Review – Data Cleanup Procedures" documents • Managed and implemented sundry CDBG program and policy initiatives and oversight among grantees while monitoring, evaluating, and reporting on successful, at-risk, and best practice grantees • Analyzed and monitored various programs throughout the country and provided quantitative and qualitative findings and ad hoc reports to HUD Assistant Secretary, Congress, and Senate committees • Monitored local programs and projects: provided technical assistance and training including phases, activities, milestones, tasks, deliverables, and barriers/recommendations associated with the planning, organization, and administration of successful projects and programs • Managed the CDBG technical assistance division and a call center staff of 25; provided direction, technical assistance and oversight to: CDBG grantees nationwide, 44 field offices, HUD program offices, and various community organizations
