Division Chief of Physical Support Recruited by the USACE to plan and direct annual and long-range operations management for $20M floating plant and to ensure maintenance and repair of 23 locks and dams across 5 states. Supervised 90 engineers and teams of trade and craft workers. Evaluated new projects under construction and recommended improvements to capitalize on program resources. Controlled and allocated $10M operating budget. • Liaised with EEO Commission to effectively settle complaints, and achieved/surpassed every requirement in accordance with consent decree (consent order). • Negotiated favorable solutions to questionable labor practices, and discriminatory merit/award programs that significantly improved labor relations. • Received the “Army Achievement Medal for Civilians,” the top EEO award granted for Federal Service.
