Daily Duties at Nc Forest Service Nc Department Of Environmental & Natural Resources:
Departmental resource (of 500 contract and permanent employees in assigned areas) for all personnel administration, training, payroll, employee relations, and employee benefit functions. Recruitment – Posted all jobs within districts covered; advised & trained supervisors of Merit Based Hiring Policy and procedures; screened employment applications; log appropriate information into applicant tracking system; sent/prepared routine applicant letters as well regret letters. Inputted all employee data into Personnel Management Information System (PMIS) using PD-105, OD-135, &/or PD118. Salary Administration/classification - Administered the 3 different pay plans of traditional, career banding, and skill based pay in accordance to pay plans, Merit Based Hiring, North Carolina Office of State Personnel, Department of Environmental and Natural Resources (DENR), & Division of Forest Resources (DFR) rules; assisted supervisors in properly filling out the Salary & Qualifications Worksheets and other forms. Worked with payroll, departmental HR, &/or departmental Budget office to ensure actions were done correctly with funding established. Benefits – Liaison between employees, DENR Payroll &/or the benefits program representative to resolve problems for field employees for the 2 State Health Plans, 7 programs of NC Flex, 401K, Deferred Compensation, Assurant Dental, & other programs. First tier problem solver with benefit cancellations, changes, & deductions through research and problem resolution. Informed office managers statewide of open enrollment with answering questions, material dissemination, checking applications before sending to appropriate sources. Worked with management to identify appropriate usage, identify employees in need for the programs, monitor employees’ status, and served as representative for employee and management when necessary for leave programs like Voluntary Shared Leave, Family Medical Leave Act, & short and long term disability, obtained all necessary forms and any accompanying documentation are properly completed before forwarding to DENR HR and Payroll. Coordinated and notified employees of open enrollment and other benefit changes. Counseled with employees considering retirement, processed all paperwork to ensure retirement occurs as requested, and employee receives timely payments. Completed Unemployment Insurance information for Employment Security Commission in accordance to Employment Security Commission and DENR’s rules and regulations. Executed mass mail outs such as Legislative Increase letters with mail merges and Access database manipulations.
