These developments are of Multi County Impact, usually of 3000 units or more and very large Projects, all apealable by Regional Plannign councils and the State. Most planners had Law degrees and were Attorneys. Projects were large PUDs, Shopping Centers and airports and Commercial builidngs and Marinas
