Met and exceeded established deadlines by leveraging contract negotiations strengths on bridge, power plant, and airport lump sum construction projects. Experienced in sourcing commodities, civil, mechanical and electrical equipment and materials.  Boosted revenues by developing and implementing more than 2,500 legally binding contracts and purchase orders worth millions of dollars for complex construction projects.  Produced cost savings up to 20% of budget and sustained aggressive construction schedule by establishing a track record of consistently negotiated and closed-out contracts.  Streamlined project management operations by managing and executing pre-award and post-award activities, including bid invitation/evaluation, processing queries, award selections, and contract formulations. Facilitated kick-off meetings, coordinated all contract submittals/correspondence, and prepared/processed variation orders, claims, and close-outs.  Achieved significant cost savings per order for the Tacoma Narrows Bridge project, exceeding project projections and setting the standard for project-wide continuation of eAuction strategy, by guiding first-ever eAuction strategy with major bridge components. Secured local small and minority businesses for project involvement by facilitating the Project Vendor Management program and conducting proactive business outreach.  Fortified staff development by training and educating new hires and Project Engineers on procurement process/system.  Improved supply chain management by serving as point person for problem solving with suppliers and contractors. Coordinated with domestic/international suppliers, contractors, team members in U.S. and remote job sites around the world, project management team, and government auditors.  Enhanced contract negotiations by implementing and maintaining multiple project contracts with preferred suppliers for power projects world-wide.
