Daily Duties at Engineering Management Concepts:

Supervise a team of Senior Analysts in the development of plans and programmatic information related to real property and logistics program management, portfolio management, and analysis of facilities design and construction. Develop policies and procedures related to space management and internal operating procedures. Prepare related studies or reports as required by DoD regulations. Develop plans related to strategic facilities planning, master planning, relocation analysis, decision and information papers, acquisition strategies, and asset management. Provide strategic direction, coordination, and leadership in all facets of design, implementation and administration of project plans. Research, analyze, and make recommendations on a variety of real property issues including lease proposals, property acquisition, and management activities. Identify surplus or marginally used properties, evaluate uses and recommend appropriate disposition or re-use strategies. Developed procedure for screening excess/underutilized real property assets to ensure reassignment, disposition or reutilization. Develop reports and briefing materials documenting real property and lease management findings. Work with senior level officials to resolve complex issues relating to facility acquisition and space management. Support the development, coordination, and execution of strategic, management, and BRAC planning along with facility master planning; integrate DoD and OSD design and installation standards. Perform enterprise-wide analysis, studies, and assessments; make recommendations for solutions. Coordinate the development of budget and cost estimates for facility acquisition, hardware acquisition, and travel. Perform site surveys of potential facilities to be acquired; interface with Leasing Agent; develop Statement of Work, budget and timeline matrix to ensure timely and problem-free acquisition. Provide briefings to Executive Management providing recommendations on various Agency projects as the subject matter expert (SME). Develop performance metrics and process improvement plans to ensure DoD compliance and continued enhancements to current operating procedures. Oversee the development and accuracy of MDA issuances (directives and standard operating procedures). Perform employee assessments and quarterly counseling to provide feedback and recommend areas for improvement, merit pay increases, and training needs. Screen and interview prospective candidates for hire and make recommendations on pay and position qualifications. Developed rating process for prospective hires that evaluates candidate background data to position description requirements enabling benefits analysis to be effectively completed.
