Daily Duties at Department Of Veterans Affairs:

Interacting with all levels of Leadership, and upper executives. Full working day ( 8hrs+) but not limited to the following Supervision of personnel duties: I Exercised administrative and technical supervision over a team of contracting officers and purchasing agents (15); I Train and orient new personnel in the use of forms and purchasing procedures; Direct and coordinate the purchase of a variety of goods and services for the VA Connecticut, in accordance with federal, state rules and regulations; Develop comprehensive procurement programs; Develop appropriate competitive bid packages; Researches the availability of volume buy opportunities and/ Federal or state contracts that can satisfy an VA’s requirement; Select appropriate bidder's list and advertising media(s) and prepares advertisements; Conduct pre-bid conferences to clarify the terms, conditions and specifications of the contract; Review requisitions and bid solicitations for compliance with applicable laws, regulations, and policies; Approve bid award recommendations of buyers and agency heads; Monitor the execution of contracts to ensure that all contract provisions are met; Identify problems and initiates corrective action when appropriate; Administer contract addendum activities; Over 20 years experience Review prices on contracts and signs purchase orders, within prescribed dollar limitations, prior to issuance; Consults with and advise staff and vendors to offer advice and render decisions on controversial issues relative to compliance with specifications, acceptance of bids ; Perform preaward and postaward functions involving highly specialized procurements of significant importance to the agency. Research, development and production of extensive, specialized equipment or systems; state-of-the-art information technology products, equipment and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security. Perform procurement planning. I Identify large-scale systems, components, equipment, and services to be acquired by contract. I Serve as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assists in the preparation of statements of work. Operate as a senior acquisition executive for the VA service . Participate on a variety of nationwide procurement teams, studies or projects to raise issues of significance; to resolve problems or improve the procurement process nationwide. Expert knowledge of and ability to interpret laws, regulations, principles and policies to generate new procurement concepts and to recommend to top management approval of procurements for the largest, newest and/or critical state of the art systems, equipment and services.
