Daily Duties at District Of Columbia Government:

Established and provided leadership for development of strategic program plans and management of the APRA Client Services Center internal operations and the Medical Records Division. Provided leadership and oversight to a division responsible for facilitating the timely and accurate payment and billing processes of a $16.5M budget for substance abuse treatment services under Medicaid, the Drug Treatment Choice Program (the District’s appropriated funding); and any other private health insurance source; Drafted, presented to public, and published the program structure, operating standards and regulations establishing the “Drug Treatment Choice Program (DTCP)” which gave substance abuse treatment clients the right to choose which Certified Substance Abuse Treatment Provider would provide their individual services based upon the level of care diagnosed (Chapter 24 of the DC Municipal Code); leadership of the team responsible for the development of a Medicaid reimbursement system for substance abuse services including assisted in drafting state plan amendment, coordinated efforts among the District’s Department of Health Care Finance (HCF) and Office of the Chief Financial Officer, Centers for Medicare and Medicaid Services (CMS), consultants, and APRA; assisted in establishing billing procedures to reduce negative audit findings; provided direction and leadership in the development of comprehensive health care policies affecting the Medical Assistance Program and DTCP as they relate to substance abuse treatment and the District’s non-Medicaid indigent programs; conducted special studies and prepared reports on health care topics as requested by the Director and mandated by Federal legislation; operated and managed all aspects of substance abuse services related to the Medical Assistance Program, DTCP and non Medicaid indigent programs. Key subordinate in all matters concerning policy, standards, and/or regulations for the Medical Assistance Program and the DTCP as it relates to substance abuse treatment. Directed and coordinated the patient account activities for APRA and/or MAA via the certified provider medical records and billing invoice. Managed and provided oversight for the Medical Records Division and related financial activities to include insurance claims processing and follow-up, accounts receivable, credit and collections, and credit balances. Worked to maximize cash flow and collection rates; minimize outstanding accounts receivables; oversight for financial audits of accounts receivables and a $7.5M budget for treatment services. Provided direct leadership/management to two management level employees and indirect support to eighteen employees.
